CONSIDER APPROVAL OF TEMPORARY 3.2 LIQUOR
LICENSE FOR PRIOR LAKE ATHLETICS FOR YOUTH
(P.L.A.Y.) AND WAIVER OF FEES

P.L.A.Y. is requesting a temporary 3.2 liquor license in order to sell
3.2 beer at Lakefront Days. They have requested, and been granted a
temporary 3.2 liquor license in past years and the fees have been
waived since this is a community wide event and a primary fundraiser
for this organization. P.L.A.Y. will be selling 3.2 beer in the
entertainment tent located in the municipal parking lot from noon until
midnight on Friday, August 6, 1999 and Saturday, August 7, 1999.
The Issues
Dram shop insurance will be carried through the Minnesota Joint
Underwriting Association. The Prior Lake Police Department has
found no reason to deny the application. P.L.A.Y. has agreed to have a
security officer present for the tent on both days of the event. Attached
to this agenda report is a list of each concert event scheduled for
Lakefront Days.
The City Council has the following alternatives:
1. Adopt a motion as part of the consent agenda approving the
temporary 3.2 liquor license and waiver of the fee for P.L.A.Y.
2. Deny the temporary 3.2 liquor license request.
Staff recommends Council approve the temporary 3.2 liquor license
and waive the fee for P.L.A.Y. for the period of August 6, 1999
through August 7, 1999.
