TO PREPARE A CORRIDOR STUDY FOR A SUPPORTING ROADWAY NORTH OF AND PARALLEL TO COUNTY STATE AID HIGHWAY (CSAH) 42. HISTORY DATE: AGENDA #: PREPARED BY: AGENDA ITEM: One of the findings of the CSAH 42 Corridor Study was that the corridor lacks a good supporting roadway system. The study further recommended implementation of such a system of roadways. Within the City of Prior Lake, the study recommended a supporting roadway north of, and parallel, to CSAH 42. The roadway would, in general, connect County Road (CR) 27 in the City of Savage to CR 17 in the City of Shakopee. Currently, Connelly Parkway in Savage from Boone Avenue to CR 27 is an existing section of this s,upporting roadway, as is Valley View Road in Shakopee. The proposed corridor study would identify an alignment for a future roadway connecting the easterly and westerly portions of this supporting roadway. Establishment of an alignment will provide direction to the City in reviewing development proposals along the proposed corridor. The alignment can be used in identifying the right-of-way for future construction or coordination with various plat submittals, and potentially be adopted as an official map. The actual roadway could be constructed in the future as the property north of CSAH 42 develops. In addition to the findings and recommendations of the CSAH 42 Corridor Study, the City's Comprehensive Plan identifies a roadway connecting Pike Lake Trail and CR 18, north of, and parallel to CSAH 42. The missing pieces would be west of Pike Lake Trail to the City limits, and east of CR 18 to the City limits. A Comprehensive Plan 162~ct:reek Ave. S.E., Prior Lake, Minnesota 55372-1714 / Ph. CURRENT CIRCUMSTANCES The City of Savage has received a development proposal for the last remaining, undeveloped parcel on their western border, which this supporting roadway would traverse. Dave Hutton, the City of Savage Director of Public Works, initiated the idea of a corridor study to determine where the roadway should cross the border of Savage and Prior Lake. It also makes sense at the same time to look across the entire corridor through the City of Prior Lake to determine an alignment and where the roadway should cross the Prior Lake/Shakopee border. Mr. Hutton requested the proposal from WSB & Associates because both cities have used their services in the past. The City of Shakopee's transportation plan has a roadway connecting Valley View Road to the future extension of CSAH 21. Depending on the corridor alignment, the City of Shakopee may want to participate in the study to determine the alignment from CSAH 21 easterly to the City of Prior Lake border. The City's comprehensive plan and the CSAH 42 Corridor study support the concept of a supporting roadway north of and parallel to CSAH 42 within the City. Based on development pressures that continue to force decisions within the communities, it seems appropriate at this time to be proactive in addressing issues jointly with our neighboring communities when the opportunity presents itself. ISSUES The cost to conduct the corridor study which will identify an alignment for this supporting roadway is estimated at $9,750. The City of Savage is proposing to split the cost of the study 50/50 with the City of Prior Lake. The cost to Prior Lake is estimated at $4,875. If the City of Shakopee decides to participate in the study the cost could be less. CORRIDOR,DOC ~.- FINANCIAL IMPACT: ALTERNATIVES: RECOMMENDED MOTION: REVIEWED BY: CORRIDOR.DOC The City's share of the funding for the proposed study would be from the Collector Street Fund which had a balance of $1,397,593.60 as of July 1, 1999. The alternatives are as follows: 1. Approve Resolution 99-XX authorizing WSB & Associates, Inc. to prepare a Corridor Study. 2. Table this Agenda item for a specific reason. 3. Deny this Agenda item for a specific reason. Motion and second to adopt Resolution 99-XX authorizing WSB & Associates, Inc. to prepare a Corridor Study for a supporting roadway north of and parallel to CSAH 42 for a fee not to exceed $4,875 to be paid from the Collector Street Fund. ,- ", RESOLUTION 99-XX AUTHORIZING WSB & ASSOCIATES, INC. TO PREPARE A CORRIDOR STUDY FOR A SUPPORTING ROADWAY NORTH OF AND PARALLEL TO COUNTY STATE AID HIGHWAY (CSAH) 42 MOTION BY: SECOND BY: WHEREAS, the City Council of Prior Lake has adopted the CSAH 42 Corridor Study, and WHEREAS, the City's Comprehensive Plan identifies a roadway connecting Pike Lake Trail and CR 18, north of and parallel to CSAH 42, and WHEREAS, the City of Savage has received a development proposal for an undeveloped parcel on their western border which this supporting roadway would traverse and is proposing 50/50 cost split for the study with the City of Prior Lake NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, WSB & Associates, Inc., is hereby authorized to prepare a Corridor Study for an estimated fee of $4,875.00. BE IT FURTHER RESOLVED, that the Mayor and City Manager are authorized to execute the City's Standard Professional Services Contract to complete this project. BE IT FURTHER RESOLVED, funding for this corridor study will be from the Collector Street Fund. Passed and adopted this 19th day of July, 1999.
