HomeMy WebLinkAbout8B - AFB for Six EVP Systems CITY COUNCIL AGENDA REPORT DISCUSSION: AUGUST 16,1999 8B GREG ILKKA, CITY ENGINEER/PUBLIC WORKS DIRECTOR CONSIDER APPROVAL OF RESOLUTION 99-XX APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR THE INSTALLATION OF SIX EMERGENCY VEHICLE PREEMPTION (EVP) SYSTEMS. HISTORY MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: At the December 21, 1998 City Council meeting the Council approved Resolution 98-146 authorizing the purchase of emergency vehicle preemption (EVP) equipment for six intersections in the City. The subject intersections are: 1) TH 13 at Fish Point Road 2) TH 13 at CSAH 44 3) TH 13 at CSAH 21 4) CSAH 21 at CSAH 39 (Franklin Trail) 5) CSAH 44 at CSAH 39 6) CSAH 44 at Fish Point Road The EVP equipment was purchased at a substantial cost savings and is awaiting installation. At the same meeting the Council approved Resolution 98- 147 requesting funding from MnDOT through the Municipal Agreement Program for the installation of Emergency Vehicle Preemption Systems on TH 13 (intersections 1-3 listed above). Also at the same meeting the Council approved Resolution 98-148 authorizing WSB & Associates, Inc. to prepare plans and specifications for the installation of EVP systems at six intersections within the City. 16200\fH~ Creek Ave. S.E., Prior Lake, Minnesota 55372-1714 / Ph. The State's FY -2000 began on July 1, 1999. "i CURRENT CIRCUMSTANCES Plans and specifications have been prepared and submitted to both MnDOT and the County for review and approval. Revisions have been made based on their review comments and the project is now ready for advertisement. Plans and specifications are available in the Engineering department for review. Upon receipt of bids this issue will come back to the Council for award of a contract. ISSUES The Fire and Police departments have been anxiously awaiUng the installation of EVP systems at these high volume intersections. Once installation is complete on these six intersections the only remaining signals in the City without EVP will be on CH 83, at Mystic Lake and at CH 42. These two locations will be upgraded with future roadway improvements. CONCLUSION. The staff believes it is appropriate for the City Council to approve project plans and specifications and authorize advertisement for bids for the installation of EVP systems at six intersections within the City. The total cost of this project was estimated to be $83,146. A breakdown of this estimate is as follows: Engineering Design $19,000 To Be Paid by City Construction $5,000 Unpaid Construction Equipment $16,146 Paid by City Installation $43,000 Unpaid Total $83,146 Council has previously approved the Design ($19,000 - P.O. #98-1714) and Equipment acquisition ($16,146) portions of this project paid from the 1998 Contingency Account. The estimated cost for installation is approximately $48,000. The ALTERNATIVES: RECOMMENDED MOTION: REVIEWED BY: PSEVP.DOC estimated MnDOT share is roughly $21,000 but is dependent on the actual contract costs, and the Prior Lake share is roughly $27,000. Specific numbers will be provided at time of contract award which will also require approval of a municipal agreement with MnDOT outlining responsibilities. Funds are available in the Collector Street fund for this purpose. The alternatives are as follows: 1. Approval of Resolution 99-XX approving plans and specifications and authorizing advertisement for bids for the installation of six emergency vehicle preemption (EVP) systems within the City. 2. Deny this item for a specific reason and provide staff with direction. 3. Table this item until some date in the future. RESOLUTION 99-XX "-'IN O~~ N E OLUTION APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING THE ADVERTISEMENT FOR BIDS FOR THE INSTALLATION OF EMERGENCY VEHICLE PREEMPTION SYSTEMS AT SIX INTERSECTIONS, PROJECT 98-23. MOTION BY: SECOND BY: WHEREAS, Resolution 98-148 authorized preparation of plans and specifications for the installation of emergency vehicle preemption systems at six intersections in the City, and WHEREAS, WSB and Associates, Inc. has prepared plans and specifications for this project, and WHEREAS, MnDOT and Scott County have reviewed and approved the plans and specifications for this project. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that 1. Such plans and specifications, a copy of which are on file in the office of the City Engineer and incorporated herein by this reference, are hereby approved. 2. Advertisement for bids is hereby authorized in accordance with the City's purchase policy, subject to MnDOT requirements. 3. The City reserves the right to reject any and all bids for any reason as determined solely by the City. Passed and adopted this 16th day of August, 1999.
