HomeMy WebLinkAbout8D - AFB for Community Park on Busse Property MEETING DATE: AGENDA NUMBER: PREPARED BY: AGENDA ITEM: DISCUSSION: STAFF AGENDA REPORT AUGUST 2, 1999 8D PAUL HOKENESS, PARKS AND RECREATION DIRECTOR CONSIDER APPROVAL OF RESOLUTION 99-XX APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING THE ADVERTISEMENT OF BIDS FOR THE DEVELOPMENT OF A COMMUNITY PARK/ATHLETIC COMPLEX ON THE BUSSE PROPERTY. History The 1997 Parks and Library Referendum included funding for the purchase and development of a Community Park! Athletic Complex. At the February 1, 1999 meeting the City Council authorized the purchase of the 38.4 acres of land which was owned by Bill and Carole Busse. The intention is to develop this property into youth athletic fields including soccer, football, and baseball/softball (see attached concept plan). There is also room for a future concession stand/bathroom building, picnic shelter, and playground equipment. At the January 20, 1998 meeting the City Council authorized entering into contract with Brauer and Associates to provide design, engineering, and architectural services for the redevelopment of Lakefront Park and the Community Park! Athletic complex. At the March 15, 1999 meeting the City Council authorized Brauer and Associates to prepare plans and specifications. The plans and specifications are completed and staff is requesting that the Council approve the plans and specifications and authorize the advertisement and solicitation of bids for the project. The plans and specifications are available for Council review in the office of the Parks and Recreation Director. Current Circumstances We applied for and received our permit from the Prior Lake-Spring Lake Watershed District for the project. Due to the fact that this project is located within Spring Lake Township, it was also necessary to apply for a Zoning Certificate of Compliance through Scott County. We applied for this Certificate on July 23, 1999 (see attached correspondence) These two governmental actions are all that is required at this time to begin the project. We do not have the funds for the building or the lights at this time and our current priority is the construction of the fields. However, in our planning we did make all of the necessary utility runs including water, sewer, and electricity, which will enable us to provide these amenities in future years. We have had a series of meetings (see chronology in agenda item 9A) with concerned neighbors regarding the development of this park. The design of the park was revised to address many of the requests of abutting neighbors (see attached list of concerns). Some of these concerns were runoff, bufferzones, trail locations, and activity areas. Other concerns such as jurisdiction, hours of operation, and liquor have been addressed in proposed ordinance amendments. Weare presently working to address traffic concerns by conducting a traffic study. We will also be working with the neighbors to establish a process through which neighborhood input can be solicited as the parks usage patterns and development are considered in the future. Conclusion Our plan is to solicit bids on August 21st, open bids on September 14th and return to the City Council for authorization of bids on September 20th. We would like to complete our grading this Fall and complete the project in the Spring of 2000. This would put the fields in use by the Spring of 200 1. Funding for this project is included In the 1997 Parks and Library Referendum. 1. MOTION BY: SECOND BY: WHEREAS, On February 25, 1997 the citizens of Prior Lake passed a referendum which included the development of a Community Park/Athletic Complex, and WHEREAS, Brauer and Associates is under contract with the City of Prior Lake to prepare the plans and specifications, and WHEREAS, On March 15, 1999 the City Council authorized Brauer and Associates to prepare the plans and specifications for the development of a Community Park/Athletic Complex on the Busse property, and WHEREAS, the plans and specifications have been completed for this project, and WHEREAS, staff has reviewed the plans and specifications for the Community Park/Athletic Complex on the Busse property and recommends approval. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, that the plans and specifications for the development of a Community Park/Athletic Complex on the Busse property are hereby approved and advertisement for bids is hereby authorized. While we have included the building locations on the plans, we do not intend to construct any buildings at this time. We are aware that building permits must be obtained prior to the construction of any structures. 4. Location of access into park. 5. Operation plan, including hours, lighting, access, trails, noise, allowance of alcohol, etc. 6. Size and location of all signs. 7. A copy of the approved permit from the Prior Lake/Spring Lake Watershed District. The City intends to develop Busse Park in stages. At this time, we will not be constructing any buildings or lights. Sanitary facilities will be provided in the form of portable toilets. Once we have obtained funding for buildings, we will submit applications for building permits and the proper sanitary facilities. (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER I ....- BUSSE PARK DEVELOPMENT CONCERNS (REVISED 6/9/99) A third meeting with Spring Lake Township residents was conducted on June 2, 1999 regarding their concerns about the proposed Busse Park. The purpose of the meeting was to display changes made to the plans and other steps being taken in response to their comments at earlier meetings. Another meeting is scheduled for the June 10th Township Board meeting. Paul will explain the project and respond to questions. The Issues Identified to date and steps taken or under way are shown below: Concern Actions Taken or Anticipated Youth Park will close at 10pm. one hour earlier than other athletic facilities. No public address systems. Buffers along property boundary. Not initially but the long-term plan is to light the fields. Lights would be on a timer and automatically go off at 10pm.. Lights are intended to be shielded to eliminate glare and spill. Will close at 10pm (one hour earlier than other athletic facilities). No winter activities planned at this time. Open daily at 8am rather than 7am. Usage season April - Nov. 1. . No scheduled games or practices prior to 8am. Sodded athletic fields will absorb more water than present row crops do. On-site swales -and NURP ponds will retain water. The park will meet all watershed criteria. Use of natural grasses increase non-athletic field ground absorbency. Will use time released fertilizers not mass fertilizers u?ed in farming. Herbicides are applied by licensed applicators. Permanent sanitary facilities connected to City sewer and water. City Ecological consultant has offered to help adjacent residents restore areas previously damaged by Busse field when it was farmed. ,'" The common access road is to be configured so the private portion is not convenient for field users. A gate is being considered for the park access. The trails originally planned ar<;>und the perimeter of the park have been deleted. Posting private property/no trespassing signs. Public Works representatives of City, County, Township and State will retain consultant to review speed limit, traffic volumes etc. and recommend appropriate actions. Prior Lake Police department will patrol Mushtown. Investigating cross-walk to Ponds with seasonal stop signs. Trail along Mushtown and through the Ponds will provide pedestrians and bikers alternatives to using the roadway. No, since this is a youth facility. Trees, shrubs, natural grasses and rocks Berms Ponding and swales along perimeters Each of these discourages trespassing. Park Patrol Officer Prior Lake Police Department Consideration of gates. Daily garbage pickup by City. Adopt-a-Park program to supplement City efforts. Annual spring clean-up program. This park serves Township residents and children as do the hundreds of other park acres within the City, as well as the new library. City residents have made a commitment to purchase, maintain and operate these parks and have not restricted their use. The park is an amenity to the Township and' City.
