HISTORY
The City of Prior Lake, MnDOT, the City of Savage, and
Scott County have previously conducted a corridor study for
Trunk Highway (TH) 13 from TH 101 in Savage to the
southern limits of the City of Prior Lake. As a part of that
process the number, type, and locations of intersections
along TH 13 was reviewed and a long term access plan was
developed.
The corridor study included a recommendation that the
intersection of Commerce Avenue and TH 13 should be
reconstructed further south to provide a full access
intersection. Additionally, this area became a focus in recent
discussions about the Marketplace at 42 development in
Savage, when the residents of Timothy Avenue raised
concerns about a traffic signal on CSAH 42 and access to
their neighborhood. As a result of those discussions Council
directed that improvements to the TH 13, Commerce
Avenue and Boudins Street area be programmed in the
Capital Improvement Program (CIP) for completion as soon
as feasible. After considerable discussion and neighborhood
meetings the City Council adopted the 2000 - 2004 CIP
which included this project in the year 2000.

There are three alternatives for the City Council to consider:
1. Approve Resolution 99-XX authorizing WSB &
Associates, Inc. to provide Professional Engineering
Services for Layout Approval and Cooperative
Agreement Submittal for the TH 13 Frontage Road
Project for Commerce Avenue and Boudin Street.
2 Deny this item for a specific reason and provide staff with
direction.
3. Table this item until some date in the future.

COOPERATIVE AGREEMENT SUBMITTAL FOR THE TH 13 FRONTAGE ROAD

WHEREAS, the City Council has adopted a preferred alternative for the TH 13 Frontage Road
project for Commerce Avenue and Boudin Street, and
WHEREAS, the TH 13 Frontage Road project for Commerce Avenue and Boudin Street is
included in the year 2000 Capital Improvement Program, and
WHEREAS, it is the City Council's intention to submit this project to MnDOT for consideration in
their fiscal year 2001 Municipal Agreement program, and
WHEREAS, the MnDOT Municipal Agreement Program requires Professional Engineering
Services for Layout Approval and Cooperative Agreement Submittals.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA,WSB & Associates, Inc. is hereby authorized to provide Professional Engineering
Services for Layout Approval and Cooperative Agreement Submittal for the TH 13 Frontage
Road Project for Commerce Avenue and Boudin Street for a cost not to exceed $8,750.00
without written authorization.
BE IT FURTHER RESOLVED, funding for these engineering services will be drawn from the
Collector Street fund.

Dear Mr. Ilkka:
WSB & Associates is pleased to submit this proposal for professional engineering services for the
layout approval and Cooperative Agreement submittal of the TH 13 Frontage Road Project from
County Road 42 to just south of Boudin Street in the City of Prior Lake. The proposed project
includes roadway widening, a new signal to be installed between Boudin Street and Commerce
Avenue, constructing a right-in only at Commerce Avenue, eliminating the Boudin Street
intersection to TH 13, and turn lane channelization on TH 13.
As youare aware, WSB & Associates recently completed a major planning and design effort for the
improvement ofTH 13 from CSAH 42 to TH 101, which includes widening existing TH 13 to a
four-lane facility, left turn and right turn channelization, access frontage road modifications, along
with signalized intersecti~ns for the City of Savage.. ~ough cooperation with the City of Savage ,
and the MnlDOT State Aid Qffice in the <;,oQperatlve Agreements Piogram.;' a.major fhnding package
was assembled to facilitate this improvement. 'WSB & ASsociates regularly provides this type of
service to numerous city and county clients throughout the state of Minnesota. .
The TH 13 Project from CSAH 42 to Boudin Street is being developed by the City of Prior Lake to
address the safety concerns in the corridor with respect to access to and from TH 13. The project
will also impact the City of Savage, and coordination on location of a new signalized intersection
along TH 13 will be required, In addition, coordination and cooperation with Mn/DOT is essential
to successful completion of this project. It is essential that the preliminary layoutbe developed and
approved in cooperation with Mn/DOT personnel to ensure the highest possible rating the project
could have in the Cooperative Agreement selection process. As you are aware, Mn/DOT will begin
the selection process of the Cooperative Agreement projects in mid-October of 1999 for projects to
be in the FY 2001 funding cycle. Final project selection will occur in late December/early January.

Agreement submittal. We have divided our proposal into work tasks to identify the key issues that
need to be addressed, along with an outline of our compensation, for your review.
Scope of Work
1. Project Management
This task will include up to three meetings with the City of Prior Lake to review the overall
status of the project. It also will include all administrative activities, including invoicing and
progress reports.
Estimated Cost - $1,000.00
2. Data Collection
Available data will be collected from the Minnesota Department of Transportation, Scott
County, and the Cities of Prior Lake and Savage. This data will include all available
electronic files for this corridor, as well as all traffic and accident data.
Estimated Cost - $750.00
3. Layout Preparation (Staff-Approved Layout)
A geometric layout will be prepared identifying key features of the proposed project. The
geometric layout (Option IR), which has been approved by the City, will be the base layout.
The layout will be submitted to Mn/DOT for their initial review. Based on comments from
Mn/DOT, the City of Prior Lake, and the City of Savage, a revised layout will be completed
for Mn/DOT final approval.
Estimated Cost - $3,000.00
4. Agency Coordination
Coordination with the City of Savage and Mn/DOT will be required throughout the layout
approval phase. This will include up to two meetings with both the City of Savage and
Mn/DOT. These meetings will be to review concept designs and discuss any critical issues
prior to the fmallayout approval.
Estimated Cost - $1,000.00
5. Preliminary Opinion of Probable Cost
Based on the concept layout, a preliminary opinion of probable cost will be developed, which
will be included as part of the Cooperative Agreement submittal.

6. Cooperative Agreement Submittal
Following approval of the layout by MnlDOT, the City of Savage, and the City of Prior Lake,
,a Cooperative Agreement submittal package will be developed which will include the
proposed layout, traffic volume data, a signal warrant analysis, accident investigation, and the
opinion of probable cost. This package will be submitted to MnlDOT for their consideration
through the Cooperative Agreement process.
Estimated Cost - 52,000.00
Total Cost - 58,750.00
