PLANS AND SPECIFICATIONS FOR BROOKSVILL: HILLS 6TH ADDITION DRAINAGE IMPROVEMENT PROJECT 99-15, AND AUTHORIZING ADVERTISEMENT FOR BIDS. DISCUSSION: History The proposed project, Brooksville Hills 6th Addition Drainage Improvement, was included in the approved 1999 Capital Improvement Program. Current Circumstances The Brooksville Hills 6th Addition backyard ditch acts as a sediment basin after each storm event. Sediment is deposited in the ditch and ponding of water is a normal occurrence. The project involves installing storm sewer pipe in the bottom of the ditch and filling it with material from the adjacent City owned property. The material to be used is road sweepings that have been hauled in and deposited on the City site over past years. All of the affected neighbors are in favor of this project. The detailed plans for the projects are available in the Engineering Department office for City Council review. Conclusion The staff believes it is appropriate for the City Council to approve project plans and specifications and authorize advertisement for bids. FINANCIAL IMPACT: The engineer's estimate is $38,982. The budgeted amount for Project 99-15 in the 1999 Storm Water Utility Budget is $35,000.00. The alternatives are as follows: ALTERNATIVES: 1. MOTION BY: SECOND BY: WHEREAS, improvements made to the Brooksville Hills 6th Addition Drainage Improvement will reduce sedimentation and ponding from occurring in rear yards, and WHEREAS, the engineering department has prepared plans and specifications for this project, and NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCil OF PRIOR LAKE, MINNESOTA that 1. Such plans and specifications, incorporated herein by this reference, are hereby approved. 2. The City Manager shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids for the making of the improvement pursuant to the attached plans and specifications. The advertisement shall be published not less than 10 days prior to bid opening, shall specify the work to be done, and shall state that the bids will be received by the City Manager. No bids will be considered unless sealed and filed with the City Manager and accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to the City of Prior Lake in the amount of five (5) percent of the amount of such bid. 3. The City reserves the right to reject any and all bids for any reason as determined solely by the City. Passed and adopted this 7th day of September, 1999.
