MICHAEL'S SCHOOL. DATE: AGENDA #: PREPARED BY: DISCUSSION: HISTORY St. Michael's Parish has recently built an addition to their administrative building that includes two classrooms intended for kindergarten use. This building is across the street (Duluth Avenue) from their main school. Parking restrictions are in place on Duluth Avenue in front of St. Michael's school. CURRENT CIRCUMSTANCES St. Michael's is requesting additional parking restrictions on Pleasant Street and Duluth Avenue as outlined in the attached request. The restrictions are very limited, and will only apply on school days. ISSUES The restrictions are required in order to avoid having kindergarten students crossing these busy streets while loading and unloading school buses. The church will be the only property owner affected by these restrictions. There are three alternatives for the City Council to consider: 1. Approve Resolution 99-XX authorizing parking restrictions on Duluth Avenue and Pleasant Street. 2. Table this item for a specific reason. 3. Deny this item for a specific reason and provide staff with direction. A motion and second as part of the Consent Agenda to approve Resolution 99-XX. RESOLUTION 99-XX AUTHORIZING PARKING RESTRICTIONS ON DULUTH AVENUE AND PLEASANT STREET MOTION BY: SECOND BY: WHEREAS, St. Michael's school has added two kindergarten classrooms to their administrative office building in the northeast quadrant of the intersection of Duluth Avenue and Pleasant Street, and WHEREAS, St. Michael's has requested parking restrictions in this area, and WHEREAS, parking in and near school bus loading and unloading zones is and will continue to be a public safety issue. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCil OF PRIOR LAKE, MINNESOTA, parking on Duluth Avenue, in the area from Pleasant Street northerly for a distance of 150 feet, is hereby prohibited between the hours of 9:00 a.m. and 9:15 a.m. and between the hours of 12:00 p.m. and 1:00 p.m., on school days. BE IT FURTHER RESOLVED, parking on Pleasant Street, in the area from Duluth Avenue easterly for a distance of 190 feet, is hereby prohibited between the hours of 12:00 p.m. and 1 :00 p.m. and between the hours of 3:20 p.m. and 3:45 p.m., on school days. MN 55372 Phone 447-2491 Fax 447-2489 Greg Ilkka City of Prior Lake 16200 Eagle Creek Ave. SE Prior Lake, MN 55372 August 27, 1999 Dear Greg: Per our phone conversation of August 26, I am requesting on behalf of the Church of St. Michael and St. Michael School permission to place four parking signs along our property on the east side of Duluth and along the south side of Pleasant Street. With the addition of the new classrooms adjacent to our Parish Office building we will need to provide space for buses to unload and load the Kindergarten children coming to class in these rooms. This will only be during the school year and only for certain very defined periods of the day. One set of two signs will be placed between the northeast comer of Duluth and Pleasant and the utility pole at the end of our lot line on Duluth. A second set of signs will be placed between same intersection and our driveway on Pleasant. Placement of these signs will be along our property and will not affect any neighboring property. The signs will read as follows: Duluth Avenue Site: No Parking School Days 9:00 - 9:15 AM 12:00 - 1:00 PM Pleasant Street Site: No Parking School Days 12:00 - 1:00 PM 3:20 - 3:45 PM We respectfully request administrative approval on this so that we may have the signs in place by the start of Kindergarten classes on September 13. We will order and install the signs ourselves. However, please advise us as to where we may order and obtain these signs and poles quickly.
