There are a total of five changes in existing charges and three new service fees proposed for 1999. Within these changes there are two building permit related fee increases proposed for 1999 in addition to the Metropolitan Council Environmental Service SAC charge. The latter change is mandated by the Metropolitan Council Environmental Services agency and is collected by the city on their behalf. Current Circumstances: Attached is the proposed 1999 City of Prior Lake Official Fee Schedule which lists all license fees and service charges. Fees identified to increase are indicated in bold alongside their present amount. The fee helps pay the capital costs of construction of the Metropolitan sewer interceptor system. This rate has increased by $50.00 each year for the past 10- 15 years. Septic system permits involve a fair amount of review and inspection time. Typically there are four permits issued a year and they generally spend approximately 3 man-hours reviewing the permit and inspecting a septic system. Water meter fees need to be increased by $20.00 to $125.00 for a standard residential 5/8"x3/4" water meter. The increase will reimburse the city for the additional cost of a copper meter horn which will now be used for meter installation. A survey of plumbing contractors revealed that the majority favored this requirement because it facilitates installation plus the fact that it is much easier to perform meter maintenance by our Water Department when a water meter horn is used. The Engineering Department's revised charges for plan copies ($5 regular/$lO large) and topo maps ($12 acre) are based upon the new aerial and topographic information that we will be receiving from the County in 1999 . We are proposing to adopt the same rates as Scott County because we will have to reimburse them for 50% of all fees collected for aerial and topographic maps and plans as required in the council approved cooperative agreement between Scott County and the City of Prior Lake for cost sharing of aerial photography and stereodigitizing. Another change involves adding a fee of $10.00 for the annual subscription mailing of EDA agendas and $20.00 for EDA minutes for individuals or businesses that make this request. These charges are exactly one half the amount we currently charge for city council and planning commission mailings. The last item involves a reduction in our per page copy charge from $.50 a copy to $.25. In reviewing the most recent AMM fee survey it was noted that 60% of all cities charge this standard $.25 rate while only 4 cities charge $.50. per copy. Prior Lake resident and business copy requests, that are not for client related purposes, would not be charged for information that is routine and readily available and does not exceed 10 pages. The following alternatives are available to the City Council: 1. Adopt the 1999 City of Prior Lake Official Fee Schedule as presented. 2. Approve the 1999 City of Prior Lake Official Fee Schedule subject to specific Council amendments. RECOMMENDED MOTION: REVIEWED BY: Attachments: H:IAGENDA 1A9901.DOC 3.
