LIBRARY/RESOURCE CENTER: (1) LLOYD EXCAVATION
INC. FOR SOIL CORRECTIONS, STORM SEWER PIPE, AND
WATER MAIN. (2) FULCO CONSTRUCTION FOR
FOOTING MODIFICATION, ELIMINATION OF PARKING
LOT, ELIMINATING BLOCK WALL, REDESIGN OF
EXTERIOR SCREEN WALL, AND LIGHTING
MODIFICATIONS.
DISCUSSION:
History
On September 8, 1998 the City Council awarded Fulco Construction a
contract in the amount of $l ,980,300.00 to construct the Prior Lake
Library/Resource Center. On that same date a separate contract in the
amount of $ll 0,000.00 was entered into with Lloyd Excavating Inc. to
do soil correction work.
Current Circumstances
1. Change Order For Lloyd Excavating Inc. For Soil Corrections
Soil borings were taken in sixteen locations on the site so we could
estimate the amount of excavation, fill, and compaction needed to
budget for the project. During excavation we found a pocket of
unsuitable soils which required six feet of additional removal and fill.
This area was located primarily along the northern edge of the
building.
Based upon their original unit bid price of $8.50 per cubic yard of
unsuitable soil removed and the same amount for compacted granular
fill Lloyds Excavation Inc. would be entitled to $38,862.00 for 2,286
cubic yards removed and replaced.
We have negotiated a reduction. Lloyd Excavation Inc. has agreed to
accept $5.10 per cubic yard for removal and the same change for
replacement with compacted fill. (i.e. $5.10 cubic yards + $5.10 cubic
yards x 2,286 cubic yards.)
The total addition using the reduced figure is $23,317.20 .

As part of this change order the city received credit for the relocation
of the'vaterline which feeds the building. 162 feet of pipe was
eliminated at a savings of$l,l63.l4.
Due to the elimination of the small parking lot on the east side of the
building we were able to eliminated l23 feet of storm sewer pipe, one
casting and one catch basin for a credit of$2,752.00.
This change order including additions and deductions is $l9,402.06
which results in a total contract of $l29,402.06. This completes the
contract with Lloyd Excavation for demolition, excavation, and
moving of utilities. Attached is the change order which describes
work done.
2. Change Order For Fulco Construction For Various Items.
Five various items are included in this change order:
I. A 24 foot bearing wall was eliminated in the resource room
area by increasing the beam size. The deduct is $1,000.00
2. The removal of the smallest side parking lot (11 stall) also
saves money in bituminous and sidewalk. The deduct is
$5,l23.00.
3. Redesigned lighting in the Resource Center, library staff
area, and outside. Total deduct is $3,900.00
4. Reduction in length of exterior screen wall for condensers,
transformers, and meters. Total deduct of$507.00.
5. Modification of footing around the sewer pipe which serves
the new building as well as the old library and Prudential
building. The add for this work was $16,487.00.
Including all adds and deducts this change order adds $5,957.00 to the
contract price. The new contract amount is $1,986,257.00
Conclusion
The narratives describing the change orders are included for council
information.
The major areas of additional cost were subsurface work. Our
expectation is that remainder of the project will be more predictable.
We will work to save the $25,359.06 which has been added to the
Library/Resource Center cost as a result of these change orders. We
will not, however, recommend change orders which in our opinion
degrade the quality, durability, usability, or maintainability of the
facility.

The council should determine if it concurs with the change orders as
outlined in this staff report rec;ognizing that both the soil corrections,
sewer, water, and footing work have been completed to avoid project
delay penalties. We did previously advise the council' of these
changes through the City Manager's update memorandum.

Unit Price # 1
Soil corrections necessary to achieve satisfactory compaction. It was necessnry to
excavate an additional six toot in depth along the Northern edge of the excavation area
due to poor soils. This pocket of poor soils started at the middle of the excavation area
and continued to the East for appro~imately 100 ft. The additional excavation depths
varied alung the vein of poor materials. The quantity of additional soils that needed
correcting was 2,286 cubic yards.
Removal costs at 55.10 per cubic yard equals 511,658.60.

The same quantity was replaced with 2,286 cubic yards of compact able sojJs.

There is a credit for relocation of the main water line which feeds the building. By
rerouting the water line into the south side of the building rather than the north side we
were ahlc to eliminate ] 62 feet of pipe.

eliminate 123 feet of storm sewer pipe, bne casting, and one catch basin.

DESCRIPTION OF WORK:
Delete the concrete block bearing wall along the north side of the Men's Toilet Room 122.
Replace with 6" metal framing and gyp bd. Modify the weight of the Steel beam along grid
E to accept the additional load originally carried by the block wall.
QUAN'mIES OF WORK:
Length of the wall is approx 24 ft. Height of the wall is approx 8 ft 8 inches. The beam
wfight increased by 10 pounds per ft.
JUSTIFICATION FOR NECESSITY OF WORK:
We were able to clear span the west end of the Resource Room thus the block bearing wall
could be eliminated.

Re~,ise the parking lot configuration.
QUANTITIES OF WORK:
Eliminate approx 2,300 sf of bituminous paving and 306 sq ft of sidewalk.
JUSTIFICATION FOR NECESSITY OF WORK:. .
. We. were able to eliminate the east parking lot and regain parking long the street for a net
loss of one space. This' move also eliminated the need for the adjacent sidewalk. The
redesign also allows more flexibility for future development between the new Resource
Center and the existing library.

DESCRIPTION OF WORK:
Delete several interior light fixtures. Delete one street light fixture and reduce the quality of
the: new street fixtures.
QUANrmES OF WORK:
Eliminated five down lights in the Resource Center and two fluorescent lights in the Staff
area. Eliminated one parking lot light fixture and change the balance of the lights to a lesser
quality street light.. .
JUSTIFICA nON FOR NECESSITY OF WORK:
These modifications were necessary to cut cost from the building in order to get us back to
th.;: original budget. The street lighting was downgraded knowing that there are pending
planning strategies for significant streetscape improvements throughout the downtown area.
We did not want to spend money on quality fixtures that would be replaced within a few
years.

DESCRlPTION OF WORK:
Deepen the foundation and increase the footing size along the north side of the library.
QUANTITIES OF WORK:
560 sf of additional concrete block work ( approx 640 blocks) and 14 cubic yards of
additional concrete for the footings.
. JUSTIFICATION FOR NECESSITY OF WORK:
The new sewer line was installed as far north as possible while maintaining the minimum.
slope required for gravity drainage. We had hoped that the building would be able to stay
far enough away from the sewer line to avoid deeper footings and related excavation. Also
th..~ sewer is required to stay outside the foot print of the library except for the service line
needed specifically for the building. We also shifted the building as close to the County road
right-of-way as possible. Unfortunately the northern edge building laid out tOO tight to the.
sewer pipe thus requiring us to drop the foundations below the pipe and increase the footing
size.

Re:luce the length of masonry exterior screen wall on the east side of the Resource Center.
QUAN'TITlES OF WORK:
shortened 10 feet.
JUSTIFlCATION FORNECESSITY OF WORK:
Originally a gas meter and valve was to be located behind the screen ~long with two
cO::1densers and the transformer. The meter was reinstalled off-site .to the north allowing us
to reduce the length of the wall.
