On February 25, 1997 the voters authorized the improvements to the park as a part of the Parks and Library referendum. On January 20, 1998 the Council authorized Brauer and Associates to develop the plans and specifications and manage the construction at Lakefront Park. On June 1, 1998 the City Council authorized the preparation of plans and specifications. Current Circumstances Brauer and Associates and their project team have completed the plans and specifications for the Lakefront Park improvements. The following items were identified in the Lakefront Park Master Plan adopted by the City Council and have been included in the plans and specifications and bid package: Grading Utilities Access Road, Parking Lots, and Trails Outdoor Performing Arts Theater Multi-Purpose Building (Warming House/Concessions/Restrooms) Picnic Shelters Tennis Courts Hockey Rinks and Hard Court Surface Areas Prairie Development Children's Play Area Lighting for Roadways, Hockey Rinks, and Parking Lots Irrigation for Athletic Fields K:\PAUL\AGDEN.REP\LKFRBID.DOCCity of Prior Lake 16200 Eagle Creek Ave. S.E., Prior Lake, Minnesota 55372-1714 / Ph. If Councilmembers desire more detailed review, please contact me so arrangements can be made in3;dvance of the Tuesday meeting. The Issues The pending issue at this time is the acquisition of a small portion (2.16 acres) of the Kop farm which is necessary to construct the park entrance in the location which was identified in the Lakefront Park Master Plan. Council amendment of Resolution 98-99 will allow the staff to continue to negotiate with the Kops for acquisition of this property. Should negotiation prove unsuccessful, the title to the property would be transferred to the city in ninety days. This time line will affect neither the bidding process nor construction. Conclusion Brauer and Associates confirms that the current bidding climate is positive and recommends that we proceed. If Council approves this agenda item we would immediately advertise for bids and set a bid opening date for March 16. Award of bid would be presented to the council at the April 5th meeting. This schedule, barring unforeseen circumstances would allow us to begin construction in May and complete the majority of work by late Fall. 1. K:\PAUL\AGDEN.REP\LKFRBlD.DOCCity of Prior Lake RESOLUTION 99-XX RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING THE ADVERTISEMENT AND SOLICITATION OF BIDS FOR LAKE FRONT PARK MOTION BY: SECOND BY: WHEREAS, On February 25, 1998 the citizens of Prior Lake passed a referendum which included the development of Lakefront Park. Development is in accordance to the Lakefront Park Master Plan which was approved by the City Council on April 11, 1996, and WHEREAS, Brauer and Associates is under contract with the City of Prior Lake to prepare the plans and specifications, and WHEREAS, the plans and specifications have been completed for this project, and WHEREAS, staff has reviewed the plans and specifications for the Lakefront Park project and recommends approval. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, that plans and specifications for the development of Lakefront Park are hereby approved and advertisement for bids is hereby authorized. Passed and adopted this 16th day of February, 1999.
