CONSIDER APPROVAL OF RESOLUTION 99-XX AUTHORIZING THE AWARD OF BIDS AND EXECUTION OF CITY'S STANDARD CONTRACT FOR THE CONSTRUCTION OF THE LAKEFRONT PARK PAVILION, REJECTING THE BENO'S PAINTING BID, AND AUTHORIZING THE IN-HOUSE EXPENDITURE FOR THE PROJECT. MEETING DATE: AGENDA NUMBER: PREP ARED BY: DISCUSSION: History On March 15, 1999 the City Council approved the plans and specifications and authorized the solicitation of bids for the Lakefront Park Pavilion. On April 19, 1999 the City Council approved the revised Budget for Lakefront Park which included $425,000.00 for the Pavilion. Current Circumstances Bids were opened on Tuesday, April 20, 1999. The bids were tabulated and are attached to this agenda report. The Issues Funds for the Pavilion are included in the Parks and Library Referendum. The original Architects estimates were $560,700.00 Staff elected to act as the general contractor on this project and solicit bids from individual contractors. We felt that we could save at least $100,000.00 on this project if we act as the general contractor and do some of the work in house, such as roofing (which would be done by Sentence To Service crews), painting, staining, waterproofing, insulation, and assisting the contractors with various aspects of the construction. The low bidder for each work element is shown. Also, shown is our in-house costs for the work we intend to complete. The total cost for all work bid was $425,485.00. We are recommending that the bids be awarded to all low bidders except Beno's Painting in the amount of $32,160.00. It was the only bid received for painting and exceeds the architects $7,600.00 estimate by $24,560.00. We feel that painting and staining is something that can be done using Sentence To Service or our own staff. Excluding the Beno's Painting bid, the award to contractors would be $393,325.00 Our in-house expenditures as listed on the attached tabulation are $31,315.00. Adding this amount to the total for the contracted work results in a total project cost of $424,640.00. There are sufficient funds within the Lakefront Park budget to fund this building project. 1. Motion and second to approve resolution 99-XX authorizing the award of bids and execution of City's standard contract for the construction of the Lakefront Park Pavilion, rejecting the Beno's painting bid, and authoriZi~i~e~pen= the project Paul Hokeness Parks and Recreati Director RESOLUTION 99-XX RESOLUTION AUTHORIZING THE AWARD OF BIDS AND EXECUTION OF CITY'S STANDARD CONTRACT FOR THE CONSTRUCTION OF THE LAKEFRONT PARK PAVILION, REJECTING THE BENO'S PAINTING BID, AND AUTHORIZING THE IN-HOUSE EXPENDITURES FOR THE PROJECT WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, MOTION BY: SECOND BY: On February 25, 1997 the citizens of Prior Lake passed a referendum which included the development of Lakefront Park, and The park development included the construction of a Multi-Purpose building, also know as a Pavilion, and this Pavilion is in accordance to the Lakefront Park Master Plan which was approved by the City Council on April 11, 1996, and the plans and specifications for the Pavilion have been approved by the City Council; and, bids have been solicited and received for the Pavilion, and, it appears that the following companies are the lowest responsible bidders: Art Johnson Excavating, Jim Clausen Construction, Greystone, Cannon Construction, Mahowald Builders, Friedges Drywall, Bartley Sales, Grendahl Mechanical, and Hayes Electric, for a total of $393,325.00, and, Beno's Painting was a sole bidder at $32,160.00 which is $24,560.00 higher than the Architects estimates for painting, and, it is recommended that Beno's Painting bid be rejected, and, the City will be responsible for certain portions of the construction including waterproof and installation, shingles and related materials, roof related sheet metal, rolling counter shutter, tile work and painting which is an estimated $31,315.00, and, Pf6'2!Wi~~Bffi.eek Ave. S.E., Prior Lake, Minnesota 55372-1714 / Ph.
