HISTORY
Historic concerns about access and egress to Trunk
Highway 13 resulted in the City Council adopting a Long
Term Development and access Plan with the Minnesota
Department of Transportation, This plan sets forth the
status of improvements to various intersections along Trunk
Highway 13,
Development of the Marketplace at County Highway 42 retail
center in Savage has created additional impetus for the City
of Prior Lake to look at access and safety issues in the
Trunk Highway 13 and County Highway 42 intersection area,
A feasibility report was authorized by the Council to look at
frontage road systems along both Trunk Highway 13 and
County Highway 42, Specifically, a frontage road connecting
Commerce Avenue and Boudin Street along Trunk Highway
13 with a full access signalized intersection was investigated
as well as frontage roads connecting Commerce Avenue to
Rutgers Street and Rutgers Street to Harbor Place,
The City Council received the results of the Feasibility
Report in a work session setting and directed the staff to
hold neighborhood meetings to solicit feedback on the
alternatives.

CURRENT CIRCUMSTANCES
Based on the feedback received at the neighborhood
meetings, staff programmed Trunk Highway 13 intersection
improvements into the draft 2000 - 2004 Capital
Improvement Program (CIP) which was discussed with the
Council at their May 3, 1999 worksession, Based on the
discussion and direction at that worksession, the Trunk
Highway 13 - Commerce Avenue - Boudin Street Project
was programmed for construction in the year 2000,
ISSUES
To proceed with this project numerous actions must occur,
The City Council needs to choose the construction
alternative it prefers, That alternative needs to be endorsed
by MnDOT and Savage. Finally, both MnDOT and Savage
need to program funding for the project for the same time
period contemplated in our CIP
Through the neighborhood meetings the community has had
the opportunity to become informed about the construction
alternatives proposed for the subject project. It would now
be appropriate for the City Council to schedule a Public
Hearing to formally take input from the community on the
proposals, Upon completion of the Public Hearing, the
Council should formally adopt a Preferred Alternative that
can then be forwarded to the City of Savage and MnDOT for
consideration, To keep progressing on this project Staff
recommends the Public Hearing should be held at the next
regular Council meeting on June 7, 1999,
It is extremely important for the City of Prior Lake to act
expeditiously with respect to adoption of a Preferred
Alternative and then get Savage's concurrence in order to
be ahead of any potential development in the southeast
quadrant of the intersection of Trunk Highway 13 and
County Highway 42, In this manner, the two Cities will be in
agreement as to where a full access intersection will be
located, and it will not be Developer driven,
Project execution will be subject to the participation of both
Savage and MnDOT, Upon adoption of a Preferred
Alternative serious discussion can begin with both parties to
expedite this project.

Acceptance of the Feasibility Report and scheduling of a
Public Hearing has no financial impact upon the City, The
financial impact would come later if the Council orders
preparation of Plans and specifications,
The alternatives are as follows:
1, Approve Resolution 99-XX accepting the feasibility report
and scheduling a public hearing for the Trunk Highway 13
- Commerce Avenue and Boudin Street frontage roads
and intersection safety improvements.
2, Table this Agenda item for a specific reason,
3, Deny this Agenda item for a specific reason,
Motion and second to adopt Resolution 99-XX accepting the

ACCEPTING THE FEASIBILITY REPORT AND SCHEDULING A PUBLIC HEARING
FOR THE TRUNK HIGHWAY 13 - COMMERCE AVENUE AND BOUDIN STREET
FRONTAGE ROADS AND INTERSECTION SAFETY IMPROVEMENTS.

WHEREAS, the City Council called for a Feasibility Report for Frontage Roads and
intersection safety improvements in the area of the Trunk Highway 13
intersections with Commerce Avenue and Boudin Street, and
WHEREAS, the feasibility report has been completed and presented to the City Council
and the community, and
WHEREAS, the project is feasible from an engineering perspective,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA, the City Council hereby accepts the Feasibility Report for Frontage
Roads and intersection safety improvements in the area of the Trunk Highway 13
intersections with Commerce Avenue and Boudin Street.
BE IT FURTHER RESOLVED, that the City Council will hold a Public Hearing to
consider this project further at its regular meeting on June 7, 1999 at 7:45 p.m, in the
Council Chambers in Fire Station No, 1 at 16776 Fish Point Road,
Passed and adopted this 17th day of May, 1999.
