This fund would be used to replace existing equipment and planned new equipment additions exceeding $5,000 over the next 12 years. These items are contained in the Equipment Matrix and are identified by year and projected amount. The following information was included in the staff report for the City Council Meeting in May of 1997. The information outlined a number of advantages for moving to a revolving equipment fund which in turn would result in property tax savings. These are indicated as follows: Advantages: . Establishment of regular replacement schudule . Equipment maintenance service costs are reduced . Increased operational efficiencies as a result of newer technological improvements . Equipment reliability is increased which decreases downtime . Operational safety is increased . Elimination of interest dollars spent on equipment certificate financing . Trade-in values are realized which reduces net purchase costs . Positive community image Tax Payer Savings: . Interest dollars savings in excess of$100,000.00 (based on today's interest rates) . Annual budget decrease will reduce yearly tax levy by approximately $20,000.00 as such equipment expenditures will be funded by the Revolving Equipment Fund . Reduced maintenance expenditure categories within the operating budget thus reducing the impact upon property taxes. . Liability exposure is reduced by operational equipment that is in good shape. Less likelihood of an incident occuring that could result in a property tax levy to pay for court ordered punitive damages. Also attached to this memo is a listing of the vehicles / equipment scheduled to be replaced in 1999 and a complete listing of our current vehicle list. MEMORANDUM January 29, 1999 TO: FROM: Frank Boyles, City Manager Greg Ilkka, Public Works Director/City Engineer ~~ SUBJ: FEBRUARY 1, 1999 CITY COUNCIL WORKSESSION TH 13 INTERSECTIONS Enclosed is an outline of the information we will cover with the City Council at the Monday worksession. I will have additional information with details on accident history, costs, diagrams, etc. for handout at the worksession. One of the issues we originally sought to resolve through this process was to have the Council provide direction on what the priority for the City should be, specifically as it relates to applying to MnDOT for Municipal Agreement Funding to assist in any of these projects. With that in mind, we did not evaluate the Main Ave/CSAH 44 - TH 13 intersection. That intersection is already signalized and channelized and would not be a high priority for MnDOT funding. The problems with that intersection are related to the geometries of Main Avenue and Ridgemont and are completely within the City's discretion to address at any time. MnDOT funding would not be available to address these issues. Further, with the ongoing negotiations regarding the acquisition of the Kop farm for Lakefront Park development and the Downtown Redevelopment process underway, we felt it was prudent to evaluate these issues in the context of the results of those two ongoing processes. Representatives of WSB & Associates, Inc. will also be at the worksession.
