History In response to inqumes we have received and because of the substantial development presently underway, the staff has been researching and drafting a formal policy regarding the naming of parks, facilities, streets within parks, and public places. Local municipalities were surveyed to determine if they currently have such a policy. Mter obtaining policies from other communities, staff drafted a policy reflecting the needs of the City of Prior Lake. The draft was then presented to the Parks Advisory Committee at their December 14, 1998 meeting for review and recommendations. Current Circumstances With the acquisition of new park land and the redevelopment of our existing park system, we can expect requests for naming or the renaming of a park, facility, street within a park, or public place, The attached policy will act as a formal guide to the process the City will follow to name or rename if that occurs. At their February 8, 1999 meeting, the Parks Advisory Committee unanimously voted, with one member abstaining, to recommend the policy to the City CounciL The Issues The policy for the naming and renaming of parks, facilities, streets within parks, and public places outlines: . Action on this policy is of no urgency if the council wishes to table this item for additional discussion. 1. INTRODUCTION: The selection of a proper name for a park, facility, street within a park, or public place is a thoughtful process that requires careful analysis. For this reason, the proposed procedure and guidelines for naming parks, streets within parks, and public places in Prior Lake has been adopted. II. RESPONSffiILITY: The naming or renaming of a park, facility, street within a park, or public place is the responsibility of the City Council. The City Council will normally act after a recommendation has been considered and made by the Parks Advisory Committee. III. EXISTING PARKS. FACILITIES. STREETS WITHIN PARKS. AND PUBLIC PLACES: Any park, facility, street within a park, or public place named prior to the approval of this policy shall retain the name previously given, unless renamed in accordance with this policy, for a minimum of five years. IV. PARKS. FACILITIES. STREETS WITHIN PARKS. AND PUBLIC PLACES COMPLETED AFTER POLICY ADOPTION: Prior to the completion of a park development or comprehensive redevelopment, a working name may be used to label a park, street within a park, or public space for identification and reference purposes. Parks, facilities, streets within parks, and public places shall be named in accordance with this policy. Normally, once a park, facility, street within a park, or public place is renamed in accordance with this policy it will retain that name. V. PROCEDURE: The following procedure will be followed for the naming of parks, streets within parks, and public places: 1. Staff, City Council, Advisory Body, or Prior Lake resident recognizes and requests the naming of a park, facility, street within a park, or public place. NAMENG.ORD2/23/99 2. Staff will prepare a list of potential names by soliciting input from neighborhood groups and other residents. This list will be formulated based on the criteria contained in Section VI. of this policy. 3. The Parks Advisory Committee will review the list of potential names. The Committee will discuss each name and its relative merits. Potential names may be added or eliminated from the list at this time. No formal recommendation will be made at this meeting. 4. At a subsequent Parks Advisory Committee meeting, staffwill provide any information requested by the Committee. The Committee is then responsible to narrow the list to no more than three (3) names for consideration. No formal recommendation will be made at this point. 5. At the next Parks Advisory Committee meeting the three remaining names will be debated and a selection by vote will be made. The name selected by the majority vote will be recommended to the City Council along with the other two finalist names. A rationale will be provided in the staff report regarding the finalists rejected and the name recommended. 6. The recommended name will be placed the next City Council meeting. If the City Council does not approve one of the three finalist names, it shall refer the question to the Park Advisory Committee with direction. VI. PARK. FACILITY. STREET WITHIN A PARK. AND PUBLIC PLACE NAMING CRITERIA: Listed below are the criteria which will be used to generate a list of potential names for parks, facilities, streets within parks, and public places. 1. Consideration may be given to naming a park, facility, street within a park, or public place after the major subdivision in which the park or public place is contained, or which it is intended to serve. 2. Name selection may acknowledge local historical events, persons or significant benefactors. 3. If a park, facility, street within a park, or public place is to be named after an individual, living or deceased the person shall have obtained local or national prominence via significant contribution in any field of endeavor. 4. Consideration of a name may acknowledge major financial contributions which made acquisition of property and/or development possible. NAMENG.ORD2/23/99 I VII. PARK. FACILITY. STREET WITHIN A PARK. AND PUBLIC PLACE RENAMING CRITERIA: The renaming of a park, facility, street within a park, and public place will be considered if one of the following criteria is met: 1. The name of the park is the working name for the park assigned prior to or during development. 2. The neighborhood changes and the primary users have submitted a petition for a name change that contains at least 51 % of the households within a 3/4 mile radius. 3. An individual or organization contributed a significant portion of the cost of renovating a park facility or area. 4. Renaming can occur for an individual living or dead who has significantly served the community. In order to be considered for such an honor, the person should have completed at least ten years of local service. There should be a waiting period of at least six months from termination of service, or six months from the death of the individual. VIII. FINAL DETERMINATIONS: The City Council reserves all rights in the naming or renaming of all parks, facilities, streets within parks, and public places. NAMENG.ORD2/23/99
