HomeMy WebLinkAbout5I - 2007 Lift Station Reconstruction Project AGENDA ITEM: DISCUSSION: CONSIDER APPROVAL OF A RESOLUTION ACCEPTING THE BIDS AND AUTHORIZING THE EXECUTION OF TWO CITY STANDARDIZED CONSTRUCTION CONTRACTS FOR THE PURCHASE AND INSTAllATION OF STANDARDIZED EQUIPMENT FOR THE 2007 LIFT STATION RECONSTRUCTION PROJECT Introduction The purpose of this agenda item is to accept the bids and authorize the execution of two City standardized construction contracts for the purchase and installation of standardized equipment for the 2007 Lift Station Reconstruction Project. Historv This agenda item is part of the continuing process of Lift Station Rehabilitation which was initiated by the Council's approval of a Standardized Comprehensive Management and Rehabilitation Plan. Work to be completed is due to the age and condition of the lift stations. Work is prioritized based on need. Upon completion of this year's project, the City will have 5 of the 38 lift stations left to rehabilitate. On February 20,2007, the City Council approved a resolution authorizing Advanced Engineering and Environmental Services (AEzS) to proceed with design and specifications for Northwood and Fairview lift station improvements. Additionally, on May 21,2007, the City Council approved a resolution accepting plans and specifications and authorized advertisement for bids for the project. Rehabilitation components and replacement parts will follow the City of Prior Lake's Lift Station Standardization Management and Rehabilitation Plan and will include pumps, guide rails, electrical panels and other electrical components, piping replacement, wet well covers and hatches. Current Circumstances Bids were received and opened on June 20,2007, for standardized supplies and the installation of standardized supplies. City staff obtained pricing for City provided standardized equipment and electrical services necessary for the 2007 Rehabilitation Project. Bids for standardized supplies and installation are as follows: Lift Station Ford Construction Electric Pump Northwood $ 28,896.00 $ 28,968.00 Fairview $ 18,840.00 $ 23,909.25 Total $ 47,736.00 $ 52,877.25 www.cityofpriorlake.com R\CouncillAgenda Reports\2007\07 16 07'Jifhlli1\!Pl1)52?4ij?,~goooj~t~~5~&.4 7.4245 Bids for electrical services are as follows: Lift Station Hayes Electric Cedar Lake Electric Northwood $ 5,100 $ 5,433 Fairview $ 5,900 $ 6,384 Total $11,000 $11,817 City staff will act as the general contractor and supply all components and replacement equipment based on the Lift Station Standardization process. Staff will complete and schedule all preparatory work, excavation and restoration for each lift station site. Conclusion Staff is recommending awarding the City's Standardized Construction Contract for the installation and electric services to the lowest responsible bidders, Ford Construction and Hayes Electric, respectively. All work for this project will be completed by October 15, 2007. FINANCIAL IMPACT: With the City as general contractor, considerable money will be saved by not paying marked up costs for replacement equipment and components at each lift station. Costs related to contract services amount to $58,736. Costs for standardized equipment to complete the project come to $145,798.15 which cover the following items: . Controls . Control panels · Structure improvements . Hatches · Electrical upgrades . Restoration The total project cost is $204,534.15. With $33,500 added to cover engineering, the total project cost is $238,034.15; there is $240,000 allocated for this project in the Sewer Operating budget. ALTERNATIVES: 1. Approve a resolution accepting the bids and authorizing the execution of two City Standard Construction Contracts: one with Ford Construction in the amount of $47,736 for furnishing limited supplies and installation of supplies and City supplied equipment; and one with Hayes Electric for $11,000 for electrical services provided and $145,798.15 for the purchase of standardized equipment to be installed by Ford Construction, Hayes Electric and City staff, for the 2007 Lift Station Reconstruction Project. 2. Deny this item for a specific reason and provide staff with direction. 3. Table this item to a certain date in the future. RECOMMENDED MOTION: Alternative #1. Fairview; and WHEREAS, The Capital Improvement Program for 2007-2011 has identified the rehabilitation projects as a priority for the City and allocated funding therefor; and WHEREAS, Ford Construction has provided the lowest price for installation services: Lift Station Ford Construction Electric Pump Northwood $ 28,896.00 $ 28,968.00 Fairview $ 18,840.00 $ 23,909.25 Total $ 47,736.00 $ 52,877.25 and WHEREAS, Hayes Electric has provided the lowest price for electrical installation services: Lift Station Hayes Electric Cedar lake Electric Northwood $ 5,100 $ 5,433 Fairview $ 5,900 $ 6,384 Total $ 11,000 $ 11,817 and WHEREAS, The City previously adopted a Standardized Comprehensive Management and Rehabilitation Plan for the purchase of standardized equipment; NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCil OF PRIOR lAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The City Council accepts the bids and authorizes the execution of two City standard construction contracts; one with Ford Construction in the amount of $47,736.00 and one with Hayes Electric in the amount of $11 ,000.00 for the 2007 Lift Station Reconstruction Project. 3. Staff is authorized to purchase necessary equipment for $145,798.15 in accordance with the Lift Station Standardization Plan.
