CONSIDER APPROVAL OF A RESOLUTION APPROVING THE PUBLIC
WORKS DESIGN MANUAL
DISCUSSION:
Introduction
The purpose of the Public Works Design Manual is to provide a standard for
developers, builders and their engineers as well as City engineering and
consulting personnel, for use in design, construction, and connection to public
infrastructure facilities within the City.
Historv
On February 20, 1996, the City Council passed Resolution 96-21 approving
the original Public Works Design Manual. On January 22, 2002, the City
Council passed Resolution 02-09 approving an updated version of the Public
Works Design Manual. Since the most recent update in 2002, changes in
technology, State Statute, and MnDOT revisions have occurred. In addition,
City Staff has discovered that certain City requirements are not working as
intended.
The Public Works Design Manual is a technical reference for residents,
developers and their engineering consultants for the design and construction in
the City of Prior Lake. The manual, which incorporates standards used by
other cities, has been refined by the Engineering Department Staff over the
past five years. The manual is referenced as a standard in both the
subdivision ordinance and the standard Development Contract.
Current Circumstances
The Public Works Design Manual contains the following information:
. Permitting requirements
. Grading, drainage, and erosion control standards
. Design standards for utilities, streets, and site restoration
. Construction Plan requirements
. Construction inspection and testing
. Standard Detail Plates showing construction standards
. Commercial Construction Plan requirements
. Hydrology Rules
. City Policies
A copy of the manual in included with this agenda packet.
This manual will be subject to change from time to time as technology
changes. Many of our standards are based on technical documents
researched by the Minnesota Department of Transportation. As better

construction techniques are developed, we will want to take advantage of
improvements and incorporate them into our standards. All proposed changes
to the manual will be submitted for Council approval.
ISSUES:
The major changes to the design manual are as follows:
Chanaes to the City Standard Plates - As a result of technology many of the
City's Standard Plates were outdated. An update to each standard plate was
necessary to bring the plates up to current design practices. In addition, the
standard plates were formatted to a single standard.
Commercial Standards - The current Public Works Design Manual does not
give guidance on commercial site designs. The updated version of the Public
Works Design Manual will allow developers to preview City requirements prior
to submission. In recent years, much more commercial building has occurred
which illustrates the need for commercial standards.
Permits - Each of the permits administered by the Public Works Department
were updated to clearly communicate permit requirements. In addition each
permit was formatted to a single standard.
Residential Standards - A new residential standards section was added to the
Public Works Design Manual to clarify driveway standards, right of
way/easements, ownership of utilities, conservation of wetland buffers, and the
Gopher State One Call system.
As-Builts - Once a project has been completed by a Contractor, the Public
Works Design Manual and Development Contract require that drawings
showing the improvements be submitted to the City. These drawings are
indexed and available to City and the public for future improvement projects,
emergency situations, or for general locating. As a part of the update, new
requirements on how these items are shown and digital formatting
requirements were updated. This formatting will allow City Staff to more easily
incorporate the digital information into the City GIS database.
Outlots for City Utilities - A new requirement was added to the Public Works
Design Manual that prohibits public utilities on private property. Currently
public utilities are located within easement on private property, however recent
litigation has shown that easements on private property are ignored or
forgotten. By placing utilities on City owned property, property owners will not
be able to place trees, fences, landscaping, or other features over public
utilities. In addition, developers may revise their design to avoid such
instances.
Additional Exhibits - The addition of exhibits will help communicate City Policy
and protocol. A new Parkland Construction Policy clearly illustrates grading,
topsoil, and seeding requirements for new City parks. Building Permit and
Final Grading checklists allows builders to know what the City looks for in our
review and inspection of residential housing units.
Restrictions on earlv and late season Pavina - A revision to the Public Works
Design Manual restricts paving prior to removal of seasonal road restrictions
and states final paving dates of September 30th for wear course and November
1st for base course paving and curb construction. In recent years, it has been
demonstrated that road settlements occur when late season paving is allowed.
While the developers repair these settled areas prior to acceptance, the
continuity of the street is compromised.
Scott County and State Riaht of Way Standards - Based on our history with
MnDOT and Scott County, a section was added to the Public Works Design
Manual that offers guidance when working in these corridors. Recent issues
with developments abutting State and County roadways has necessitated this
section.
City Standard Specifications - The City of Prior Lake Technical Specifications
shown in Exhibit T requires additional modification. A future agenda item will
cover additional updates to this exhibit.
FINANCIAL
IMPACT:
Updating City Standards and clarifying City requirements to the Public will
reduce confusion and City Staff review time. Certain revisions to the Public
Works Design Manual may increase costs to developers, however these
revisions should reduce future City Staff time and potential litigation.
Conclusion
Updating of the Public Works Design Manual is necessary and should be
approved.
ALTERNATIVES:
There are three alternatives for the City Council to consider:
1. Approve a resolution approving the Public Works Design Manual.
2. Deny this item for a specific reason and provide staff with direction.
3. Table this item until some date in the future.

WHEREAS, The City Council approved resolutions 96-21 and 02-09 approving the Public Works
Design Manual; and
WHEREAS, This manual must be updated from time to time due to ordinance and technological
revisions; and
WHEREAS, The City Council will review the Public Works Design Manual periodically.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The Public Works Design Manual is hereby approved.
