Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT MEETING DATE: AGENDA #: PREPARED BY: JULY 16, 2007 10A JENNIFER WITTKOPF, PUBLIC WORKS COORDINATOR AGENDA ITEM: CONSIDER APPROVAL OF A REPORT REGARDING CITY OF PRIOR LAKE VEHICLE AND FACILITY ENERGY CONSERVATION AND ALTERNATIVES PLAN DISCUSSION: Introduction The purpose of this agenda item is to approve a report regarding the City of Prior Lake Vehicle and Facility Energy Conservation Plan and to provide staff with direction for further development and implementation of the plan. Historv The 2030 Vision and Strategic Plan was updated and adopted on May 7,2007. Included in the Vision is an element for Community Capital Assets. Part of that Vision Element is a Five-Year Goal to provide community leadership in energy conservation. The two-year objectives associated with the five-year goal are as follows: . Develop a plan for implementation of energy conservation in City fleet and facilities . Recommend improvements to City building energy efficiency including audits for each building . Evaluate and implement environmentally-sound and cost-effective means to power City rolling stock . Implement a public awareness program regarding energy conservation Current Circumstances City staff has formed a Committee to discuss and begin preparation of an energy conservation plan. The committee consists of representatives from the Public Works, Planning and Building departments. The committee developed a mission for the City of Prior Lake in regards to energy conservation. The mission is to set an example and be a leader in the community for environmental sustainability and energy efficiency, not only for the purpose of saving money, but for having less of an impact on the environment and lessening our dependency on foreign oil. A goal for the committee, in relation to energy conservation for City facilities, fleet and the Community-at-Large, is to determine: . What has the City done already . What can the City do differently or additionally . How can the City educate the public about what we do and what they can do www.cityofpriorlake.com Phone 952.447.9800 / Fax 952.447.4245 Using the guidance of the 2030 Vision the articulated mission and goal of the Committee is to developed a preliminary list of options to explore, regarding possible energy efficiencies and alternatives for the City fleet and facilities (see attached) . Conclusion Many options for energy conservation and alternative sources exist, and the list prepared by the Committee is only a sampling of what can be done. Staff can examine other options and report further or proceed with the list as developed. Based on Council direction, staff will continue to research and possibly begin implementation. ISSUES: At this time the Council should provide direction, whether staff should review other areas and aspects of energy conservation and alternatives or proceed with research on items presented in the attached list. Further discussion and results can be brought back to the Council this fall. FINANCIAL IMPACT: Preparation of the Energy Conservation and Alternatives Plan will have minimal financial impact, requiring staff time for research and preparation. Financial implications from recommendations in the report will be discussed prior to implementation, as directed by Council. ALTERNATIVES: 1. Approve a report regarding the City of Prior Lake Vehicle and Facility Energy Conservation and Alternatives Plan. 2. Table this agenda item for a specific reason. 3. Deny this agenda item for a specific reason and provide staff with direction. RECOMMENDED MOTION: Alternative #1. HV AC o link all buildings to new system at CHIPS o peak shaving o dual fuel o long term efforts to eliminate natural gas usage .O&M o "green" cleaning products o review paper usage & recycling o clearinghouse for purchases (office supplies, etc) o turf management o solar power options City Fleet . Fuel o bio-diesel in use, increase content o E85 o vehicle fuel efficiency - could track . Inspection vehicles - discontinue use of retired police interceptor squads, use small pick-up trucks instead . Hours in idle mode - try to reduce Community-At-Larae . Garbage service - have an annual contract with one hauler for the entire City . Compost site - possibly partner with schools, Jeffers Foundation, SMSC Other Current Issues .
