STATUS REPORT
DISCUSSION:
Current Circumstances
The purpose of this agenda item is to review the status of
various directives the City Council has made to the staff to
accomplish certain work during the first quarter of 1999.
In an effort to assure that Council concerns are addressed,
the staff maintains a list of "Directives". The directives are
organized on an annual basis. As of this point in 1999, the
City Council has referred 18 directives to the staff for
completion. Of those, a total of 13 are complete, and 5 are
either ongoing or underway. For those that are incomplete,
we have provided an estimated date of completion. In
addition, there are 5 directives remaining from 1998 and 1
from 1997 that are currently underway.
Issues:
If the Council has questions on the staff interpretation of a
directive or its present status, the April 5 meeting would be
an appropriate time for such a discussion.
ALTERNATIVES:
1. Approve the First Quarter 1999 Directives as presented.
2. Amend Directives as desired and adopt amended Directives.
RECOMMENDATION: Alternative 1.
ACTION REQUIRED:
Motion and Second to prove the Directive list status report
as presented.

Entire Ring road section being examined pursuant to
City Council Direction.
Develop Return for Investment evaluation on purchases,
incorporate into agenda report.
Pete Schenck would like to help develop a Web site and
Internet options with staff. Include cost analysis and
what City intends to gain.
Review Spring Lake Township Annexation Report and
make recommendations to the City Council.
Using additional study with DNR and other resources,
complete a comprehensive lake management study,
with a consensus building approach, and return to City
Council within 6 months with a report.
Address concerns raised by the city council with regards
to the 1999 Improvement Project - Centennial Street
width and specifications.
Continue to work with the Cates Street residents to
come to agreement on the channel stabilization project.
Prepare report and recommendations on CR42 Corridor
Study.
Annually have City Council personally view all
equipment to be replaced to reduce the amount of
discussion needed on this topic at Council meetings.
(Consider hour meters on each piece of equipment)
Explore signage for accesses (2 DNR and 3 City).
Access only should have signs with proper language for
warning about thin ice. DNR access should address
surface water ordinance requirements and thin ice.

Contact DNR for permission.
Arrange for facilitation of City Council Workshop
Work with County to offer a primer in the operation of
City and County government for elected officials.
Schedule a joint work session to the City Council and
Planning Commission to discuss the pros and cons of
the proposed ring road and achieve a consensus on the
matter.
Prepare a resolution with non-precedent setting findings
of fact authorizing the reimbursement to the developer
of Maple Hill Second Addition to be considered on an
upcoming consent agenda.
Review administrative procedures of Tree Preservation
ordinance as they relate to single lots to determine if
steps can be taken to make it more customer-friendly by
considering alternate enforcement steps.
City Manager authorized to work with interested
Councilmembers to make an appointment to serve on
the Metropolitan Council Nominating Committee.
Staff directed to research options for addressing issues
in the Tree Preservation ordinance concerning initial
survey and deposits, and the requirements for returning
that deposit with respect to individual property owners
development of individual lots.
Staff directed to compile/complete collection of data
necessary for completing the Comprehensive Lake
Management Plan and to submit the data to a consultant
for analysis not to exceed $10,000.
Staff directed to apply for DNR funding in connection
with preparation of the Lake Management Plan.
Staff directed to research floodplain ordinance with
respect to re-building or re-modeling existing structures ......

so that the restrictions imposed aren't punitive to
existing structures.
Staff directed to plow the remainder of the Northwood
road sidewalk for the remaining winter season and to
consider including the sidewalk in the Winter
Maintenance policy the next time it is updated.
Arrange additional frontage road / CSAH42 and
Commerce/Boudin neighborhood meetings - one at
noon for business persons and another during the
evening for residents.
Prepare an amendment to the temporary on-sale
ordinance provisions which would allow Lakefront
Days to be conducted at Hidden Oaks High School this
year since neither City Hall or Lakefront Park are
available.
Investigate the possibility of providing lighting to entry
monuments and report to the City Council.
Review the actual method of metering to be used for
South Shore Drive water and sewer extension and
determine whether a contract addendum should be
recommended to the City Council.
