History
On April 15, 1996 the City Council adopted the Lakefront Park
Master Plan. On February 25, 1997 the voters authorized the
improvements to the park as a part of the Parks and Library
referendum. On January 20, 1998 the City Council authorized Brauer
and Associates to develop the plans and specifications and manage the
construction at Lakefront Park. On June 1, 1998 the City Council
authorized the preparation of plans and specifications. On February
16, 1999 the City Council authorized the advertisement of bids for the
improvements at Lakefront Park. Bids were advertised and solicited
and a bid opening was conducted at 2:00 p.m. on Tuesday, March
16th. Eight general contractors submitted bids.
Current Circumstances
Brauer and Associates estimates for the project totaled $l,356,211.50
for the base bid and $369,157.50 for all of the alternates. Attached
are Brauer and Associates bid tabulations, the list describing the
alternates, and a memo recommending the award of bid. Also
attached is the Lakefront Park budget.
Conclusion
Ingram Excavating, Inc. is the apparent low bidder with a base bid of
$1,208,400.00 ($147.811.50 below Brauer's estimates) and an
alternate total of $251 ,552.50 ($117,605.00 below Brauer's estimates).
Staff has discussed the list of alternates with Brauer and Associates
and is recommending that we accept all alternates except for #12, #13,
and #18.
. Alternate #12 is to furnish and place Type I and Type II seed
mixture for turf areas (athletic fields and open play areas).
Ingrams bid price for Alternate #12 is $19,800.00.

base bid and the alternates, excluding # 12, # 13, and # 18 was
$77,064.10 lower than the next bidder. Ingram Excavating Inc. has
completed similar park projects in Chanhassen and Richfield.
According to Brauer and Associates both Cities were satisfied with
Ingram's Performance.
The award of this bid and completion of the work included in this bid
package will complete the majority of the work which is included in
the Lakefront Park Master Plan. The Pavilion will be bid separately
from this work. There is money allocated for the Pavilion in the
Lakefront Park improvement budget. The only items that we cannot
build at this time are the picnic shelter on the upper level of the park
and the roof structure over the Outdoor Performing Arts Theater. If
we are awarded the D.N.R. grant we would return to the Council for
authorization to use the grant funds.
The City's standard construction agreement will be utilized for this
work.

RESOLUTION AUTHORIZING THE AWARD OF BID AND EXECUTION OF CITY'S

WHEREAS, On February 25, 1997 the citizens of Prior Lake passed a referendum which included the
improvements to Lakefront Park according to the Master Plan; and,
WHEREAS, the plans and specifications for the Lakefront Park have been approved by the City Council;
and,
WHEREAS, the Parks and Library Referendum allocates funds for the Lakefront Park Master Plan
improvements; and,
WHEREAS, bids have been solicited and received for the improvements to Lakefront Park and watermain

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, hereby
awards bid to Ingram Excavating, Inc. for the improvements to Lakefront Park according to the plans and
specifications for the base bid $1,208,400.00 and alternates 1 through 11, 14 through 17, and 19 through
22 in the amount of $168,652.50 for a total cost not to exceed $1,377,052.50 with a project completion
date of November 15, 1999; and,
FURTHER,
that funds for such improvements will be drawn from the Parks and Library Referendum
Funds in the amount of $1,308,050.00 and the Trunk Reserve Fund in the amount of
$69,002.50, which is the amount associated with the watermain extension detailed in the
plans and specifications; and,
FURTHER,
The City Manager is hereby authorized to return bid secuntIes submitted with the
proposals to the vendors following the execution of contracts; and,
FURTHER,
The Mayor and the City Manager are authorized to execute the City's standard contract on
behalf ofthe City.

Re: Recommendation of Acceptance of Bid - Lakefront Park Project.
Paul,
After reviewing the bids, it appears that Ingram Excavating is the low bidder for the Lakefront Park Site
Improvments Project. We have reviewed the bid form and found no meaningful errors. As such, it is our
recommendation to accept their bid and execute a contract for the work. It is our recommendation that the
City accept the base bid and all of the alternates except #12, #13, and #18. These non-accepted alternates
would be completed by the City or under a separate contract with an independent contractor.
With respect to the contractor, we have worked with them in the last few years on several projects and
found their work to be very acceptable. One important stipulation that we need them to commit to is
completion time. With another busy construction season ahead of us, I suggest that the City get
conformation from Ingram that they have the capacity to complete the work in a timely manner.
As for day-to-day working relationship, we have found that their project manager, Bob Peterson, is easy to
work with, professional, and understanding of Owner concerns. As part of the contract with I~gram, I would
suggest that they provide assurance to the City that Bob will be the project manager for the duration of the
project.
We look forward to moving forward with the City on the project.
