AGENDA ITEM: DISCUSSION: History Prior Lake's Strategic Plan states that the City will work to establish a sense of identity. Identity is established in numerous ways including signage. The City Council and Economic Development Authority have already directed that entry monuments be acquired and erected at various thoroughfares along the City's borders and at the Waterfront Passage Business Park. This work will be completed when the last four monuments are received and installed at CSAH 83(southbound), 42(eastbound), 82(eastbound) and 44(westbound). Current Circumstances None of the signage along TH169 north- or southbound, or on 135W southbound identify which exits lead to Prior Lake. Greg Ilkka and I have been working with MNDOT representatives to determine the size and location of signs along both roadways. Our preferred location and size was the addition of a sign where the Savage and Shakopee exits are identified at the north end of the Bloomington Ferry Bridge. MNDOT representatives flatly refused citing safety concerns about installing such large overhead signage with the road in operation. Instead, MNDOT has proposed the installation of five signs at various locations, three of which are 126" x 54" and two of which are 108" x 24". Southbound 135W Ramp Prior Lake -+ The total cost of these signs is $3,618.00. MNDOT policy is that the requesting City pay for such signage. We estimate that the cost for four 72"x 36" signs is $1800 installed. The total cost from Contingency would be approximately $5500. Conclusion The Economic Development Authority considered funding this request at their March 22 meeting. They recommended that Sign 2 or 3 on northbound 169 read "Prior Lake Next Two Exits". While they supported the concept, they directed that the staff request that the City Council authorize this expenditure given the resources available to the City Council. One issue is whether Prior Lake is being treated equitably when compared to other communities. MNDOT representatives indicate that if the signs would have been installed when the road was constructed, they would have been considered a project cost. Shakopee's signs were included as part of the project costs. Savage, on the other hand, paid for their signs, just as Prior Lake is being asked to do. From a staff perspective, we believe that the signage will assist motorists. The signs could be budgeted in the year 2000 budget as there is no specific line item in the budget for 1999. In the alternative, funds could be drawn from Contingency so that the signs can be installed this year. Since these signs are installed after the fact, and are not "essential" from MNDOT's perspective. They expect the City to provide the funds. According to MNDOT, a similar request from another City would be treated the same way. $50,000 was budgeted in Contingency for 1999. A balance of $35,608 remains. The acquisition of these signs would leave $31,108. (1) Approve the purchase of signs as outlined above from Contingency funds. (2) Direct that the signs be budgeted in the 2000 budget. (3) Take no action or reject this proposal. Alternative (1). Motion and second to expend an amount not to exceed $5500 from the 1999 Contingency fund to acquire and install traffic advisory sign age as outlined in this staff report and the attached MNDOT proposal. i :\advbodys\eda\99general\sig ns. doc RESOLUTION 99-XX A Resolution Authorizing the Expenditure of 1999 Contingency Account Funds for Roadway Signage. Motion By: Second By: WHEREAS, the City Council desires to improve signage directing motorists to Prior Lake both from /35 and from TH169; and WHEREAS, MNDOT has prepared a plan for such signage improvements; and WHEREAS, the proposed plan is not expected to exceed $5500; and WHEREAS, the City's Economic Development Authority supports the signage improvement plan. Now THEREFORE, be it resolved by the City Council of the City of Prior Lake that the following are hereby adopted: (1) The MNDOT signage plan is hereby adopted. Conclusion The EDA should determine if it wishes to pursue the installation of the above described roadway signs. The key issues are: (1) Does the EDA believe that the signage will be effective in assisting motorists to get to Prior Lake? (2) Is Prior Lake being treated the same as other communities who wish to add signage to existing MNDOT roadways? (3) How are the signs paid for? From a staff perspective, we believe that the signage will assist motorists. MNDOT representatives have indicated that the policy they are following with Prior Lake is the same they have followed with other communities who want to add signage on existing roadways. The signs could be budgeted in the year 2000 budget as there is no specific line item in the EDA budget. In the alternative, funds could be drawn from EDA land acquisition funds. (1) Approve the purchase of signs and identify a funding source. (2) Defer action for a specific reason. Alternative (1). After reviewing the sites, I understand you will be designing signs and identifying locations for Prior Lake exit signs as follows: T.H. 169 Signage . T.H. 169 southbound before the CSAH 18 exit. . T.H. 169 northbound before the CSAH 17 or CSAH 83 exit depending upon the spacing of existing signs. 1-35 Signage . 1-35 southbound before the 185th Street exit. After the design details and locations have been perfected, I understand you will submit a cost estimate for sign construction and installation to us. We will then have the option to ask your crews to install the signs or work with a MnDOT or City contractor. Please let me know if this letter is consistent with your understanding of our conversation. In the meantime 1 look forward to receiving your design/location details and cost figures. Please let me know if I can expect them before the end of this calendar year. When I got back to the office after our field walk, I realized I promised you a sign at a location where Mystic Lake Casino is constructing a sign on southbound TH 169; we found another location about 1000 feet north to install your sign. Attached to this letter are the proposed sign panel layouts and their anticipated field locations.
