3. Consent Agenda:
a) Consider Approval of Invoices To Be Paid - see

Applications for 1989 twenty-two
applications for 1989 cigarette licenses have
been received from local establishments - see
attached list.
h) Consider Approval of Ordinance 88-23 Amendment
to Subdivision Ordinance 6-1-3 - The Council
discussed the proposed draft of this ordinance
at the December 5, 1988 meeting. The Council
requested Staff to incorporate one component
of the old ordinance into the proposed new
ordinance. staff would request that the
Council pull this from the Consent Agenda for
a brief discussion and one final reVlew of the
alternatives prior to taking any action on
this item. Staff believes that there are
three alternatives to this ordinance and they
will be discussed at the meeting. Enclosed
are the three alternatives for your review.
4. Consider Wutershed Board Vacancy - On December 5,
1988 the City Council considered the process to be
used to recommend to the Scott County Board
individuals interested in serving on the Prior
Lake/Spring Lake Watershed District Board. Staff
has published, and will publish again on December

interest in serving on the Prior Lake/Spring Lake
Watershed Board. In addition, Rick Adams has also
submitted his name for your consideration. Please
recall that the Council will recommend one or more
candidates to the Scott County Board for their
ultimate approval.

5. Conduct Public Hearing on Joseph Thompson Easement
Vacation Request - Resolution 88-62 - see attached

6. Consider Personnel Policy/Present Affirmative
Action Plan - On November 21, 1988, the Prior Lake
City Council considered the City of Prior Lake
Personnel Policy. At that time, the Council
requested an opportunity to further review the
Policy and requested Staff to place the item on the
agenda for a later date. Enclosed is a revised
Personnel POlicy from the original draft mailed to
you on November 21.
In addition, on December 19, 1988 Staff will be
distributing a draft copy of the City of Prior Lake
Affirmative Action Plan. The Affirmative Action
Plan is required by the State of Minnesota and the
requirement is being monitored by the Minnesota
Department of Human Rights. On December 7, 1988
Staff submitted a copy of the draft plan to The
Minnesota Department of Human Rights. City Manager
Unmacht has directed the city Attorney's office to
review the plan. Upon completion of the review by
the Attorney's Office and Department of Human
Rights, City Manager Unmacht will compile all the
review comments, prepare a final document for the
City Council's consideration and ultimate approval.
The purpose of this item on the agenda is to
distribute a copy for Council's initial review.
7. Present Update on Status of Land Use Planning
Program On July 5, 1988 the City Council authorized
Staff to hire a part time employee to perform the
data entry for the Land Use Planning Program. Deb
Kazuk was hired and has been working on the Program
for six months. Deb is nearing completion, and the
purpose of this item is to update the City council
on the work completed and to introduce you to some
of the features of the Program available when the
data is completely entered into the computer. No
action is required at the meeting.
