Minutes of The Previous Meeting 3. Consent Agenda: a) Invoices To Be Paid - see attached. b) Consider Approval of Celebrate Minnesota Resolution 88-63 - see attached Staff report. c) Consider Approval to Authorize Preparation of Landscaping and Lighting Plans for CSAH 21 see attached Staff report. 4. General Update on Public Access Research - this is a follow up item to the Council meeting of October 17, 1988. Parks Director Bill Mangan will be present to update the Council on the status of this issue. Mangan has contacted Hennepin County and DNR officials and will report on the results of his contacts and address any questions relating to the issue you may have. 5.. Consider Council Action on Beach Lane Opinion - see attached Staff report. 6. Consider Results of North Shore Oaks Area Septic System study - will be sent under separate cover. Title 8:00 pm 7. Public Hearing to Consider Abbreviated Plat in Bluff Heights Second Addition - see attached Staff report. 8. Consider Subdivision Ordinance Amendment to Section 6-1-3 - see attached Staff report. 9. Discuss 1989 Workshop Topics - with winter season approaching, it is time once again to begin planning and developing a program for the annual Council workshop to be held in the first few months of 1989. Historically, the workshop has been held in February or March of each year. The purpose of this item is to solicit ideas and workshop topics (612) 447.4230 4629 DAKOTA STREET S.E. PRIOR LAKE, MINNESOTA 55372 from the city Council. In addition direction should be given to Staff to proc7ed with the planning and development of the upcom1ng workshop. Items of discussion should include: suggested times, dates, topics and potential workshop leader and/or facilitator(s). Given the fact that Counci1member Larson will be absent from the meeting, it is important that this issue remain general in scope with some direction to Staff to proceed with the planning and development. It would be anticipated that Staff would report back in early January on the results of this initial discussion. 10. Consider 1988 City Manager Review Process attached is a copy of the 1987 City Manager Evaluation Form (the enclosed is a composite, not an individual form). It is time again to consider the process to review the City Manager. Please recall that in 1987 Counci1member Fitzgerald and Mayor Andren served on the Evaluation Committee. Furthermore, please recall that two criticisms of this form were evident from the last evaluation: (1) the wordiness and (2) the subjectivity in the rating from 1 to 10 and the need to redefine and reduce the numbers available for selection. The purpose of this item is for the City Council to consider the process they wish to use to review the City Manager's performance. In addition, the format of the review, the form itself, and the time period of the review should be discussed. Any action on this would be forthcoming after discussion at the meeting. 11. Other Business a) Consider Watershed Board Vacancy Process Long time Prior Lake/Spring Lake Watershed District Board Member, Harold Gustafson, has submitted his resi9nation to the Watershed Board. The res1gnation is effective immediately and it is the responsibility of the City Council to consider a recommendation to the Scott County Board. Council options are to open the process for interested candidates or to direct Staff to contact previous candidates who have expressed an interest, determine whether or not there remains continued interest, and report back to City Council as soon as possible on the status of the previously interested candidates. Council discussion should occur at the meeting. *A11 times stated on the Council Agenda, with the exception of Public Hearings, are approximate and may start a few minutes earlier or later.
