Consent Agenda: a) Approve Invoices To Be Paid - see attached. b) Approve Animal Warden Report - see attached. c) Approve Building Permit Report see attached. d) Approve Fire and Rescue Report see attached. e) Approve Police Report - see attached. f) Approve Treasurer's Report - see attached. g) Approve Prior Lake Emergency operation Plan Scott County Emergency Operations Manager, Tim 0' Laughlin, has requested that city of Prior Lake Fire Chief, Bob Mertens, forward the new revised Emergency Operation Plan for the City of Prior Lake to the Council for approval. This Plan is a scaled down version of Scott County's Master Plan of Operation during an emergency such as tornados, nuclear accident, chemical spills, etc. The City's Plan is a simple flip chart for easy access to information pertinent to the city in the event of a disaster or emergency. since the City must work in conjunction with the County's Master Plan the Flip Chart is mandated by the County. The Mayor and Councilmembers as well as members of City Staff are responsible for certain areas during an emergency. Please read the portion which pertains to your area. (The copy you receive will not be in flip chart form, but will be put into flip chart (612) 447.4230 4629 DAKOTA STREET S.E. PRIOR LAKE, MINNESOTA 55372 form at the time of final printing.) Any changes or deletions should be indicated at the September 19, 1988 Council Meeting before being sent to the County for printing. As you can see, some changes such as titles, phone numbers etc. have already been updated. staff recommends approval of the city of Prior Lake Emergency operation Plan as part of the Consent Agenda. A draft copy of the Emergency Operation Plan Flip Chart is attached. 4. Introduction of Jay Scherer, Building Inspector Zoning Code Enforcement Officer On August 15, 1988 City Manager David Unmacht introduced the new Municipal Employees in Prior Lake. Since that time, Jay Scherer has begun employment as the Building Inspector/Zoning Code Enforcement Officer. Jay began working with the City on September 1, 1988. Jay has been working closely with Gary Staber and is aggressively learning the position and its duties. Jay will be introduced to the Council at the meeting. 5. Present certificate of Appreciation to Ron Haberkorn Haberkorn will be present at the meeting to receive a certificate of Appreciation. There are two specific reasons why Ron Haberkorn is receiving this certificate of Appreciation: the first being his $1,000 donation to the City of Prior Lake in December of 1987 and, second, for his leadership role in the elimination of the access onto Highway 13 in front of his property and adjacent to County Road 39/Franklin Trail. Haberkorn and City officials worked over several months to determine the best possible means to eliminate that access and develop an alternative driveway to his property which is located adjacent to the intersection of Franklin Trail and Highway 13. Ultimately, Haberkorn purchased the adjacent property and, with cooperation of City Council and North American Cable Communications, developed an alternative driveway and obliterated the existing Highway 13 access. Haberkorn's efforts to provide safe access to individuals working for his company, and for his dedication to the community represented by his donation and his efforts to improve Highway 13 certainly warrant an appreciation and thanks from the City Council. City Manager Unmacht will introduce Haberkorn and Mayor Andren will present the Certificate of Appreciation at the meeting. 7:45 p.m. 6. Other Business a) Update on Fishpoint Road Cooperative Agreement - Staff will present an update to the City Council on the status of the Fish Point Road Cooperative Agreement. Staff has been working diligently to extract from the State the costs related to this project. Staff has asked TKDA to participate in the determination of the City's share of the project costs. Staff had envisioned this item before the Council earlier than September 19, however, Staff will not present the item formally until costs are estimated with some degree of accuracy. Information will be provided to the Council on this project at the meeting. b) Update on Sprinkling System Implementation city Hall/Well site.
