Minutes of The Previous Meeting - see attached. 3. Consent Agenda: a) Invoices To Be Paid - see attached. b) Approve Economic Development Committee Reappointments - see attached staff Report. c) Approve Scott County Assessment Agreement see attached Staff Report. d) Approve Outdoor Concert License Fee On Monday, June 20, 1988 the Prior Lake City Council adopted the Outdoor Concert Ordinance. On Monday, June 27, 1988 this Ordinance was published in the Prior Lake American. Currently the Police Department is reviewing the acquisition of a decibel meter and considering the joint use of a decibel meter with Scott County. A License Application has been prepared and has been distributed by mail to the local bars and establishments that have in the past conducted outdoor concerts. In addition, the Police Department has delivered a copy of the Ordinance (88-03) to individual bars and establishments within the City of Prior Lake. Staff is recommending as part of the Consent Agenda that a License Fee for an Outdoor Concert be set at $100. Staff would request that this fee be in place until the City Council reviews the Fees at their annual meeting in January of 1989. Staff will monitor the amount of time and effort involved in administration of an Outdoor Concert License between now and January of 1989 with the intent of affirming or changing the $100.00 fee at that time. Motion as part of the Consent Agenda to adopt an Outdoor Concert License Fee in the amount of $100 between now and January 1989 is in order. (612) 447.4230 4629 DAKOTA STREET S.E. Consider Lawrence Berglund Assessment Refund - see attached Staff Report. 5. Consider Stephen Tanner Proposal At the June 20, 1988 City Council meeting extensive discussion occurred between Stephen Tanner and the City Council with regard to his proposal relating to an Image/Concept Study for the City of Prior Lake. Council directed Staff to further refine and review the proposal that was submitted by Tanner. Staff met with Tanner on June 23, 1988 to discuss in detail his proposal. Staff requested of Tanner several pieces of information relating to his background and his proposal. At the time of this writing Staff is compiling information and a recommendation related to the proposal submitted by Tanner. Tanner has not submitted all the necessary information in order to compile an agenda report. Please review the materials submitted to you by him at previous Council meetings. Staff will have information for you at the time when all the information is submitted by Tanner. Information from Unmacht will be dependent upon the timeliness of information submitted to him by Tanner. 6. Consider Sign variance Appeal of P.F., Inc. see attached Staff Report. 7. Consider Third Draft of the Gambling Ordinance 88-04 - Please refer to the Prior Lake City Council packet dated June 6, 1988, agenda item number 11 Consider Third Draft of Gambling Ordinance 88-04. At this meeting Councilmembers Fitzgerald and Larson were absent and this issue was tabled for two primary purposes: first, for their input on the Ordinance and second, to wait until after the League of Minnesota cities Conference to be held in the middle of June. Counci1member White requested that Council delay action on this Ordinance until after the Conference because of a forthcoming session on local Charitable Gambling Laws. 10. Consider Constitutional Challenge to Tax Bill see attached staff Report. 11. Update Discussion from Highway 13 Informational Meeting - The time period has been set aside as a follow up discussion to the Highway 13 Information Meeting held on Thursday, June 30, 1988. A short discussion on the meeting and any future Staff or Council action is appropriate to talk about during this time. 12.
