Beer License - 'Ibe Ci ty of Prior Lake received an
application from the Church of St. Michael for a 3.2 Beer
License for thei r Apr ilfest activities to be held on Apr il 30
and May 1 of 1988. It is customary and routine for the City
of Prior Lake to approve this permit for the Church of st.
Michael's. Enclosed is a copy of a letter from Sandra
Haycraft, Chairperson of the April fest. Staff recomrrerrls
approval of the 3.2 Beer License as part of the Consent
Agerrla.

j) Approve Church of st. Michael's IEquest for a Gambling
License for Aprilfest activities - 'Ibe City of Prior Lake
has received a request from the Church of st. Michael's to
corrluct gambling activities at their Aprilfest on April 30
and May 1, 1988. Attached is a copy of the Gambling
Application received by the City. It is customary and
routine for the City of Prior Lake to approve this license
for the Aprilfest. staff recomrrerrls approval of the Gambling
License as part of the Consent Agema.

10: 00 pn 7. Public Hearing: Cable Television Franchise Transfer Request -
Since the previous Council Meeting of February 16 in which the
City Council corrlucted a public hearing on the Cable Television
Franchise Transfer, the following has occurred: Northstar Cable
Group has completed the forms as requested by the City Council and
those forms have been suanitted to Tom Creighton fran 0' Connor and
Hannon. Creighton has proceeded to undertake a financial
evaluation of the information provided within the forms.

Creighton has informed City staff that the evaluation will be
completed on Friday, March 18, 1988. 'Ibis evaluation and any
other information available to Staff on the Cable Television
Franchise Transfer will be delivered to the Council umer separate
cover prior to March 21. staff was not aware at the time of this
writing what format the financial evaluation will actually
involve, however, staff has been informed that a recOIIllTEndation
will accompany the evaluation.
City Council has scheduled the public hearing for March 21, 1988.
staff has selected 10: 00 p.m. as the time for the hearing. All
related parties will be contacted with regard to the time of this
hearing.
8. Presentation of Preliminary County Road 21 Improvements - on
Tuesday, March 15, 1988 City Council was informed of the County's
plans in regard to the County Road 21 Improvement Project. City
Engineer Larry Anderson will make an informal presentation to the
Council in regard to the proposed plans of County Road 21 from
Main Avenue to Franklin Trail. staff will concentrate its
presentation on the actual irrprovement, the estimated impact on
the City, and general issues related to the proposed improvement.
No action of the Council is required, this itan is for
informational purposes only and it is designed to keep the
Council informed on the progress of this major improvement
project in Prior Lake.

11. Consider and Approve Cities Week and "Earth Day" - see attached

a) Update on Policies and Procedures Manual - City Manager
Unmacht will inform the Council of Staff's intention with
regard to updating the existing Policies and Procedures
Manual which was completed in 1986. City Manager Unmacht
will discuss Staff's thoughts with regard to making the
Manual a functional and efficient document.
