Consent Agerrla: a) Invoices 'Ib Be Paid - see attached. b) aIilding Permit, Monthly and Yearly Reports. c) Dog Catcher's Report for December - see attached. d) Fire and Rescue Report for December - see attached. e) Police Report for December - see attached. f) Approve Joint Powers Agreanent for South Metro Drug Task Force - Attached is a copy of the proposed Joint Powers Agreanent and a cur rent budget proposal and a copy of the most recent minutes of a Task Force Meeting. After several revisions of the drug grant request, the Application Board has awarded the Task Force $174,000. The major change which has taken place in the grant is the elimination of the City of Richfield and the City of Bloomington as participants. This nCM focuses the activity of the Drug Task Force on Scott and Dakota counties. Prior Lake and Savage are participating in Scott County and Burnsville, Lakeville, Eagan, Apple Valley, and the Dakota County Sheriff's Office are participating in Dakota County. This change will help narrow the target areas of the Task Force and keep Task Force agents fraIl becoming involved in lengthy Hennepin County investigations. Several Task Force meetings have already been held and Sergeant Rob Boe of Prior Lake has been named Vice <l1airman of the Board of Directors for the Task Force. staff believes this is a very positive appointment for Prior Lake. The Joint Powers Agreanent nCM must be signed by the Prior Lake City Council to allow Task Force monies to be released by the state administering authority. Mark Ross of Burnsville will be assigned to the unit. He is one of Burnsvil1e's top investigators and will be the agent in charge of the unit. Mark is extranely well qualified for this task and will do an excellent job.
