Unmacht's attention to two Resolutions which were adopted by
the City Council in 1983, Resolution 83-18, a Resolution
Establishing The Bourrlaries of the Precincts For Election
Purposes, and Resolution 83-21, A Resolution Establishing
Three Election Polling Places For '!he City of Prior Lake.
Councilnember White's concern was the inconsistency between
the Resolutions and the judicial order pertaining to the
decision by the court to p:rmit members of the Shakop:e
~ewakanton Sioux Reservation to vote within the City of
Prior Lake. Staff is proposing to amerrl Resolutions 83-18
and 83-21 with Resolutions 88-03 and 88-04, resp:ctively, to
be consistent with the court order. Attached are copies of
Resolutions 88-03 and 88-04 amending the previous Resolutions
as fol1CMs: Resolution 83-18, under Precinct 2, where it
states to "exclude the Shakopee Mdewakanton Sioux
Reservation" it will be changed to: "include the Shakop:e
~ewakanton Sioux Reservation" on Resolution 88-03. And
urrler Resolution 83-21, under Polling Place, no reference to
the Reservation exists and that will be changed to:
"including the Shako~e Mjewakanton Sioux Reservation" on

Council or Staff will be required.

5. Review and Approve Bylaws for 1988 - In May of 1986 the Prior Lake
Mayor and City Council adopted a set of Bylaws to guide thei r
actions. ene of the requiranents of the Bylaws in Section C-4, is
that the Bylaws can be reviewed and amerrled at any time during the
year, however, the Bylaws shall be formally reviewed and adopted
at the annual meeting which is the first regular meeting in
January. In addition, in Section 3 - Annual Meeting, a discussion
occurs with regard to reviewing and adopting of the Bylaws during
the annual meeting. The purpose of this item is to review and
approve the Bylaws for 1988. In 1987 one amerrlment was adopted
by the City Council relating to Page 1, Section 2 (A) dealing with
the holding of regular meetings on the first and third Morrlay of
each month. ene further amerrlment has been suggested to be
considered by the City Council, and that is the introduction of
Council workshops. Attached is the Draft amerrlment to Section 2
of the Bylaws, adding Section F, entitled "City Council
Workshops".
RecOIIllTErrlation of Staff is to review and approve the Bylaws for
1988 and to consider the amerrlment ~rtaining to City Council
Workshops. '!he sp:cific language pertaining to the Workshops is
suggested by Staff, however, the s~cifics of the language can be
debated and decided on by the Council.
Motion to approve the Bylaws for 1988 would be in order.

b. Official Newspaper. The Prior Lake American was the official
