Present were Mayor Andren, Councilnernbers Fitzgerald, Larson, Scott, White, City Manager McGuire, City Engineer Anderson, Police Chief Powell, Finance Director Teschner, Assistant City Manager/Econanic Developnent Director Urnnacht, and City Attorney Kessel. Mayor Andren called the meeting to order and asked everyone to rise fdr the pledge of allegiance. The minutes of March 9, 1987 Council Meeting were reviewed by Council. Mayor Andren noted a deletion on p:lge 3 of the minutes. There had been a motion to adjourn the Public Hearing but it was inadvertently omitted from the minutes. The motion to be inserted in the minutes is as follows: "Motion to adjourn the Public Hearing was made by Councilnernber Scott and Seconded by Councilnernber Larson. " " Upon a vote taken, ayes by Andren, Fitzgerald, Larson, Scott, and White, the motion p:lssed unanimously." Upon a vote taken, ayes by Andren, Fitzgerald, Larson, Scott, and White, the motion passed unaniroously. The next item on the agenda: Chief of Police Powell reported on the status of criJre in Prior Lake. He stated that the increased crime is occurring throughout the nation as well as in Prior Lake. He read statistics from both the u.s. Government and state of Minnesota CriJre Reports. Chief Powell was questioned as to what the public could do to help the police control cri.Jre. He stated that many neighborhoods are involved in a Crine Watch program which have been effective and urged the public to initiate this sort of program if possible. A three minute recess was called at 7: 57 p.m. by Mayor Andren. The neeting was called back to order at 8 p.m. by Mayor Andren. The next item on the agerrla was a Town Meeting to ascertain if the citizens want Water a water treatment plant. City Engineer Larry Anderson presented the benefits Trwatuent and cost as well as the negative aspects of both a water treatment plant and a Plant water treatment/softening plant. Finance Director Ralph Teschner presented cost Town estimates for the water treatment plant and cost estimates for a water treatment ~ plant combined with a softening plant. Several people spoke in favor of a water treatment plant and explained the problems they have experienced with "brown water". Sane of the people raised questions but did not state their preference, others spoke against a water treatment plant. City Engineer Anderson made it clear that the hearing was only a preliminary one in order for the Council and Staff to receive direction from the citizens on what steps to take if any. Discussion followed. A five minute recess was called by Mayor Andren at 9:30 p.m. The meeting was called back to order at 9:40 p.m. by Mayor Andren. City Manager McGuire, and Councilmember White both read letters and relayed telephone calls frOOl residents expressing their views on a treatment plant. Discussion followed on procedures to take in getting the citizen's comments on whether or not they want a water treatment plant, or a treatment plant combined with a softening plant; and whether or not they are willing to pay for the plant. Methods of conducting a survey were explored. The general consensus was that there were three steps to be taken: 1) Conduct a survey of the citizens, 2) Conduct a feasibility study if the survey indicates strong support for a treatment plant, and 3) Consider options available and make a decision as to nethods of payment for the facility. City Engineer Anderson suggested the City delay additional study on a new well and water tower until the facts are known on whether or not a water treatment plant is approved. The next item on the agenda was consideration of further information from Scott County on improvements to County Road 83. City Manager McGuire read a letter from Scott County HiglMay Engineer, Brad Larson, regarding the County's plans for inproving and IBvin9 County Road 83 in 1987. At present their plans are to reconstruct CR 83 between CSAH 21 and Columbia Avenue; realign the north-south portion of CR 83/Columbia Avenue to eliminate the curves near the Reservation and provide a roadway westerly to CSAH 17. The initial project purpose is to construct the base for the future bitlmlinous paving of CR 83 Discussion followed regarding the impact of the dust frOOl CR 83 on the health and safety of the residents living next to CR 83. Discussion occurred regarding whether the 2 MINlJI'ES OF 'mE PRIOR LAKE CITY COUNCIL MARCH 16, 1987 contingencies were to be met before preliminary plat approval, or before final Discussien plat approval by the Develo~r. Mayor Andren polled the Council and it was the en Islarrl consensus of opinion that contingencies have to be met before final plat View 5th approval. More discussion followed regarding dust control and who would assume the cost of this effort. Council instructed Staff to make sure Mr. and Mrs. Kohout are keep apprised of developments on the health and safety data as well the dust control issue. Staff was directed by Council to investigate having a governmental agency conduct a study on the imp:ict of dust generated from CR 83 upon the health and safety of the nearby residents pr ior to the final plat approval of Island View 5th Addition. Councilman Larson suggested also investigating the imp:lct of dust control on the wetland area along CR 83 and CR 2l. It was noted that final plat approval for Island View 5th is conditioned upon CR 83 being p:lved, or at least the initial p:lving, not necessarily the final top coat. Council directed City Manager McGuire to meet with Develo~r McWilliams and discuss his p:lying for same or all of the cost for dust control, and limiting the munber of total ~rmits between the Island View 4 and 5th Additions. The next itan on the agenda was consideration of the NJrth Air Care Medical Transportation Agreanent. Rod Crane, Executive Director of Life Link III Air Ambulance Service, requested the Council consider all as~cts of safety and experience before making a decision on one medical air transportation comp:lny. Council suggested Mr. Crane contact Fire Chief, Bob Mertens, of the Fire and Rescue Department and discuss the ~rtinent issues with him. Discussion followed. It was noted that the City of Prior Lake be held harmless stipulation be retained in the contract. Ccntract Scott, and White, the Approval Next itan on the agenda under other business was a report by Councilmember White who updated the Council on the League of Minnesota Cities Annual Conference June 9 thru 12 in Rochester. He urged everyone to make reservations early in order to obtain roans in the hotel where the conference is being be held. staff was instructed to make reservations as soon as possible. City Manager McGuire presented a request from st. Next item on the agenda under other business was consideration of hiring a p:lrt-time building ins~ctor. Discussion followed. Assistant City Manager Urunacht gave a brief report of his recent trip to Washington, D.C. with the Minnesota Good Roads Fly-In. The purpose of the trip was to request support from the legislators for funding of the current Highway Bill now before Congress. The Coalition members received positive feed-back and support from the Minnesota Legislators on this issue.
