a) Invoices To Be Paid - see attached.
b) Building Permit Reports - See attached

d) Establish Date for City/Council School Board Joint Meeting -
Enclosed is a copy of the Prior Lake District Advisory Task
Force Report dated July 20, 1987. '!bis Report along with the
Prior lake 2000 Peport will be the subject of a Joint Meeting
between the City Council and School Board to be held on
Tuesday, Septanber 29, 1987 at 5 p.m. at the Middle School
portable c1assroans. Staff is currently planning the details
of the meeting. No action is required on the Report at this
meeting. '!be Report should be read and be reviewed in
conjunction with the Prior Lake 2000 Report. Details will be
reported on at the meeting.
A motion as part of the Consent Ageooa is in order to
establish the date and time of the Special Session with the
School Board.
e) Adopt Ordinance 87-12 Amending Prior Lake Zoning Ordinance -
Ordinance 87-12 ameoos the Prior Lake Zoning Map. '!bis
ordinance will implement the Bob Walsh rezoning approved
unanimously by Council on August 8, 1987. After its passage
and publication Staff will make the necessary changes in the
official zoning map. '!be required action is move to adopt
Ordinance 87-12.
f) Resolution 87-46 A Resolution of appreciation to the Savage
American Legion Dan Patch Post #643 - '!be City of Prior Lake
received fran Savage Anerican Legion Dan Patch Post #643 two

Department an opportunity to improve service to the
community. Approximate oost of the mobile Iilones is
$3000.00. Chief Powell has previously thanked the Savage
American Legion at a meeting on August 24. Adoption of this
Resolution will provide the City Council the opportunity to
express their thanks to the Savage American Legion Post.
staff believes that adoption of this Resolution will be an
excellent way to express our gratitude to the American

g) Adopt Subdivision Ordinance Publication Summation - See
attached staff report.
h) Resolution 87-47 Approving Plans and ~cifications for
Water Tower and Set Date for Bid Opening - see attached
Staff Report.
i) Approve Gambling Permit for Prior Lake Fire Deparbnent Relief
Association - '!he Relief Association will be sponsoring a
raffle in conjunction with their annual Chicken Fry fum
raising event. This application is new subsequently City
Council approval is required. staff is recornmeooing waiver
of the thi rty days waiting pe riod. Upon approval by the City
Council Staff will forward the application to the Minnesota
Charitable Gambling Control Board for their execution.
j) Approve Gambling Permit for Snotrails Snowmobile Association
-- '!he Snotrails Association will be sponsoring a raffle as a
fum raiser. '!he Association will use the proceeds to
contribute to the upkeep and groaning of the snowmobile
trails located in Scott County. '!his application is new
subsequently City Council approval is required. staff is
recornmeooing waiver of the thirty days waiting ~riod. Upon
approval by the City Council Staff will forward the
application to the Minnesota Charitable Gambling Control
Board for their execution.
k) The Harbor 7th Addition - Final Plat - '!he applicant, Wesley
Green, is requesting final plat approval for The Harbor 7th
Addition. "The Harbor" POD was given preliminary plat
approval in 1976 consisting of 54 townhanes and single family
homes. On April 2, 1987 the Council approved an amerrlment to
change three single family lots into five townhome lots. '!he
ameooed plan did not change the density of the POD.
The Harbor 7th Addition consists of two townhanes and Outlot
A which will be reported into a three unit block at a future
time. I have oompared the final plat with the ameooed POD
and have determined they are in substantial compliance.
The Planning Canmission will consider the 7th Addition final
plat at their September 3 meeting. '!heir comments will be
transmitted orally at the meeting.
staff requests a motion to give final plat approval of "The
Harbor" 7th Addition. Please refer to attached plat map.

Improvement Project - Resolution 87-50 - see attached.
7:45 p.m. 5. Waterfront Vacation Hearing - Resolution 87-49 for Vem B and
Eleanor K. Porter - see attached Staff report.
8: 00 p.m. 6. Public Hearing on Proposed 1988 atdget - see attached Budget.
City Manager UIlmacht will discuss in detail the budget at the
meeting, please bring the budget sheets that Urnnacht distributed
to you earlier last week.
7. Consider Resolution 87-48 Partially Vacating the Plat of Titus 200
Addition - en July 20, 1987 and August 3, 1987 the City Council
coooucted an Attorney/Client meeting to discuss the issues related
to the deve10pnent of the plat of Titus 200 Addition. en June
15, 1987 the Plat of Titus 200 Addition was considered at the City
Council Meeting. Please refer to your June 15, 1987 Council
packet for detailed information as it relates to the deve10pnent
of Titus 2nd Addition. At the meeting on August 3 staff was
directed to prepare a resolution outlining the issues relating to
the deve10pnent of this plat for your consideration at a future
meeting. Bill Henning requested the issue to be tabled fran a
meeting on August 17. '!be issue will be discussed on septanber 8.
Enclosed is a oopy of the resolution drafted by Glenn Kessel for
your review and consideration.
8. Drain Analysis Report for Shore Trail - en the week of July 19,
1987 two major storms occurred. As a result of the storm,
pro~rty damage occurred. '!be Council directed staff to do a
hydrology study of the area. A copy of the study is included with
a oonclusion section.
9. Consider Rastberry Ridge First Addition and Deve1o~rls Agreanent
- see attached staff Report.
10. Approve City Hall Signage Plan - see attached Staff report.
11. Adopt. Resolution 87-47 Approving Plans and Specifications for the
