Minutes of The Previous Meeting 3. Consent Agema: a) Invoices To Be Paid - see attached. b) Appoint ACM/EDD as Library Liaison - On November 2, 1987 Janet Williams, the Scott County Library Director, made a presentation to the Prior Lake City Council on local Library activities. Ms. Williams requested the Prior Lake City Council consider appointing a Library liaison to better coordinate information exchange between the City am the County concerning Library activities. Staff is recomneming that the Assistant City Manager/Economic Development Director be designated as the Library liaison. '!he Library liaison will be responsible for communication of requests for Library improvements, discussions of local Library activities and coordination of Library sponsored conmunity events to the City Manager am the City Council. Management of maintenance activities and scheduling of Library sp:lce for recreational activities will continue to be provided by Parks and Recreation Director Bill Mangan. If approved, Staff will make contact with Williams and formally begin the "liaison" functions. Motion as part of the Consent Agema would be in order. c) Approve Econanic Development Canmit tee By-Laws Change - see attached Staff report. d) Approve Star City Canmunity Labor SUrvey - see attached Staff report. e) Approve Amemed Liquor Ordinance - see attached Staff report. BOX 359 PRIOR LAKE, MINNESOTA 55372 f) Adopt Resolution 87-69 (see attached) - Minnesota HiglMay Funding Package - The Scott County Transportation Coalition is beginning thei r ini ti al lobbying steps for a 1988 HiglMay Funding Package at the Minnesota State Legislature. Cities have been requested to consider a Resolution outlining preliminary support for a fuming package to include f.k>tor Vehicle Excise Tax (MVET) funds. This Resolution sets forth an initial position for Prior Lake and the Scott County Transportation Coalition. When the session begins in February of 1988 a future Resolution may be presented to the Council outlining a more sp:!cific position on the HiglMay Transportation Funding issue. Highway funding will be a major legislative priority in 1988. All of Scott County needs to be a leader in this issue. This Resolution will let our elected officials know that higlMay fuming through a use of MVET funds is a priority for Prior Lake. At the same time, this Resolution is general enough so as not to tip our hand on a future and more s~cific position on this issue. A motion to approve this Resolution as part of the Consent Agema is in order. staff will forward this Resolution to the pro{:er authorities if approved by the CounciL 4. Discussion on North Shore Oaks Improvement Project - see attached Staff report. 5. Presentation of Downtown Plan and Discussion of Redeve10pnent Process - see attached Staff report. 6. Report Of Administrative Law Judge Ruling on McWillies-Qn-The-Lake - Please refer to the memorandum dated November 30, 1987 which summarizes the Administrative Judge Law ruling on the M.cWillies-Q1-The Lake issue. Included with that memoramum is a copy of the Fact Finder I s Report. 'lWo actions are required on this itan at the meeting: (1) To provide a representative fran McWillies (or the owner/o~rator of McWi11ies) an opportunity to ap~ar before the City Council am resporx:1 to the Fact Finder's Report, and (2) based on the results of the first requirement, the City Council may take action to sus{:em or revoke or fine the licensee based on ei ther the Fact Finder's Report or other information that the Council chooses to consider. (Although the City Council did not direct the Liquor Committee to prepare a recOIllIl'emation, the Liquor Cbmmittee may consider the issue and possibly report on a recOInIIemation to the City Council with regard to this issue.) 7. Consider Parking Request of Rick Mollenhoff - see attached Staff report. 9. Consider Prior Lake 2000 Canmunity Action Canmittee - see attached Staff report. 10. other Business a) Consider Prior Lake Tax am Fiscal Analysis Study - In a recent discussion with Councilrrember John Fitzgerald, he requested that Staff place on the agerrla umer other Business a consideration for the City of Prior Lake to comuct a Tax and Fiscal Analysis Study. Fitzgerald did not enlarge on any details with Staff at this point. The request was to place the i tan on the agema so he could introduce the idea to the Prior Lake City Council. b) Establish Public Hearing Date for Amoco Proposal - The ~titioners, Tan Flink and Jim Rabuse, with their representative, Jim Filippi, have requested a public heanng date be set to consider the proposed Amoco Project. The hearings will s~cifically request (1) vacation of Walker Avenue, (2) amerrlment to the Zoning Code, (3) Comitional Use Permit, (4) variance, and (5) site plan approval as identified in their letter of request (see attached). A January 4, 1988 Public Hearing date oould be set with City Council approval. Public notice will be placed in the Prior Lake American on December 14, am December 21, 1987 if approved. c) Discuss Idea of City Council Workshops - The Prior Lake City Staff am Council work extremely hard to prepare for the regular City Council Meetings. Unfortunately, the increasing number of agema itans, time oonstraints, the volume of background information required and the myriad of details on each agerrla item can restrict discussions of City issues at the regular meeting. The Prior Lake City Staff suggests that the Council consider scheduling sp:cial work sessions as needed. The work sessions may include one or more topics of discussion, but only those topics which requi re close examination by the City CounciL In this forum, Staff feels Councilrrembers will be better able to identify and examine the many factors associated with the issues facing our comnunity. City Manager Umnacht will expam on this itan at the meeting. 3 d) Possible Consideration of Lease Agreanent for City Garage - The City of Prior Lake has been in negotiations with a Mr. Steve SCherer for the possible leasing of the "Old Scott County Garage". Staff has met with SCherer and discussed the proposed lease agreement with him on at least two occasions. City Attorney, Glenn Kessel, has prepared several drafts of the Agreanent. Enclosed is the final draft which was presented to SCherer for his review and consideration. At the time of this agema preparation Sherer is out of town and unable to provide Staff with a definite approval or a oounter offer to the agreanent. In order to provide SCherer with an expedient decision we have proposed the issue before the Council umer "Other Business" and we will report to the Council at the meeting on whether or not Scherer has agreed to the Lease. If he agrees to the lease we will have an executed copy available for the CounciL At this time staff is not able to make a recommemation. If the Council has a question or wants to address certain as~cts of the lease, this could be done whether or not SCherer has a counter offer or has executed the document. SCherer is the third and last indi vidual who has expressed an interest in renting the garage, the other two indi viduals have declined further interest. 11.
