Consent Ageooa: a) Invoices To Be Paid - see attached. b) Building Permit Report (October) - see attached. c) Dog Catcher1s Report (October) - see attached. d) Fire and Rescue Report (October) - see attached. e) Police Ieport (October) - see attached. f) Treasurer 1 s Report (October> - see attached. g) Resolution 87-68 - Iesolution Honoring Westwood Elementary School - Westwood Elementary School was recently selected by the Minnesota Elementary Principal 1 s Association as one of the eight schools in the state to receive the "Elementary School of Excellence Award". Westwood School is the only elementary school in Scott County or the Metropolitan area to receive this honor. An awards ceranony has been planned for 7:00 p.m. on Tuesday, November 17 at the Senior High SchooL Anticipated atteooance includes an estimated 2000 children, parents am interested residents of the cornnunity. Mayor Lee Andren has been asked to say a few words on behalf of the City of Prior Lake at this award ceremony. Mayor Andren requested Staff to put together a resolution honoring the Westwood Elementary School. Attached is Resolution 87-68 honor ing Westwood Elementary School. Requested action is a motion to approve this Resolution as part of the Consent Ageooa. 4. Spring Lake Townsite Ieserve Vacation Public Hearing - Resolution 87-67 - Resolution providing for the vacation of reserve oontained within that part of the plat of Spring Lake Townsite. see attached staff report. Brooksville Hills 8th Addition Final Plat - see attached staff report. 7. Consider Concept of Sponsoring Scott County Cities Meeting (s) One of a municipal government1 s primary resources am contacts are other local government jurisdictions. The extent of coo~ration between local governments ultimately can produce very productive and effective results towards the ems sought by each jurisdiction. As a collective body, however, the jurisdictions can pool their resources to collectively work toward COIllIIDn goals. The canm.mities in Scott County have a variety of issues that, overwhelmingly, exteoo beyooo local boumaries am are truly county-wide ooncerns. These issues will require more work than any individual city is capable of offering to address the issue thoroughly. A good example of this is the transportation needs of Scott County. The transportation ooncems in Scott County are being addressed through mutual coo~ration via the formation of the Scott County Transportation Coalition. However, there are other issues that require county-wide response as welL 'Ihese issues are too numerous to mention but they include the level of taxation, the state government mandates and a variety of other issues that need county-wide response. The idea of meeting as joint City Councils is not a new concept. The cities in Scott County have met on the staff level as well as staf f am mayoral level the past few years. Councilnembe r Doug Larson requested that Staff place on the ageooa the idea of the City Councils meeting as a joint body to discuss issues of mutual concern. Larson and City Manager Dave Unmacht explored the concept in minor detail, am the i tan is placed on the ageooa for Council consideration. Upon Council review am discussion of this itan, staff will, if directed, seek other cities' reaction am opinion to the idea of atterrling these joint meetings. It will be important for staff to gather the questions, COIIlllents and details of the Prior Lake City Council in order to seek additional information fran the other cities. staff will proceed on this issue as di rected by Council. 8. Review Draft of Revised Liquor Ordinance - see attached Staff report. 9. other Business a) Citizen request to s~ak on Calvin Erbelel s Addition Peooing Deve10pnent - see attached Staff report. b) Memo on nMetropo1itan Significancen Projects fran Metropolitan Council - enclosed is a copy of a letter fran Metropolitan Council Chairman, steve Keefe, discussing the proposed changes in the Metropolitan Significance Rules Procedures. Please review this letter and attachment, and inform City Manger Dave Dnmacht of any comments or feedback you wish to report to the Metropolitan Council.
