met to discuss the date, time and place for the third
Communi ty Futures Workshop. Unmacht am Kruse are
recornmeooing to the Council am Board res~cti vely that the
Communi ty Futures Workshop date be established for Tuesday,
December 15, 1987 at 5:00 p.m. The Workshop will have two
s~cific itans on the ageooa: (1) the Prior Lake 2000
Report and (2) the Joint Canmunity Newsletter. The meeting
is proposed to begin at 5: 00 p.m. am em at 7: 00 p.m. '!he
location of the meeting is proposed to be the Ho11ywooo Inn.
The first Community Futures Workshop meal was paid for by the
Ci ty, the secooo meal was paid for by the school am this
workshop is proposed to be paid for by the Ci ty . Estimated
cost of the meal am the workshop is approximately $125.00.
Staff is recanmeooing that the Mayor am City Council
approve, as part of the Consent Ageooa, the date for the
third Community Futures Workshop to be Tuesday, December 15,
1987 at 5:00 p.m. at the Hollywood Inn.
4. Presentation frOOl Janet Williams, Scott County Library Director -
several weeks ago City Manager, Dave Unmacht, and Janet Williams,
Scott County Library Director, had a short discussion with regard

to the existing library in Prior Lake and the Soott County library
system in general. Unmacht discussed with Williams the
possibility of having Williams make a presentation to the Prior
Lake City Council to review the current Scott County library
systan, the Prior Lake library am future plans for the library
systan in Scott County.
The structure of the existing library systan teoos to minimize the
City 1 s role in regard to the o~ration of the library. 'Ibis is
true because of the fact that cities in Scott County are
responsible for the buildings which house the libraries while the
material and programs in the library are the responsibility of
Scott County. This arrangement teoos to suppress the city1s
activity and primary role in the pranotion am enhancement of the
library within a canmunity. An ironic point about this systan is
that no elected official or staff member of the city directly
attanpts to minimize or suppress the library component of a
municipal goverrunent, it's just an outgrowth of the structure of
the system. With this in mind, City Manager, Dave Unmacht,
requested that Janet Williams ap~ar before the Council to discuss
with you the existing library systan, the use of the Prior Lake
library, its importance to the comnunity am the future plans of
the Scott County library systan. Local librarian, Janet Peterson,
may atteoo with Ms. Williams, depeooing upon her schedule. 'Ibis
is an informational presentation and should enlighten the City
Council on the importance of the library and the structure that
the Prior Lake library o~rates in within Scott County.

6. General Introduction to McDonald Pro~rty Acquisition - see

7. Review and Discuss Policy on Clltdoor Concerts - see attached

8. Other Business
a) Presentation of Housing and Redevelopment Authority Applicant
-- one applicant has subnitted an interest in serving on the
Scott Housing and Redevelopment Author ity . This applicant is
Ted Gregory, 5510 West 140th Street NE, Prior Lake, m.
Attached is a copy of Mr. Gregoryl s resume and letter of
interest. No additional individuals have expressed an
interest in this position to date. County Cbmmissioner Mark
Stranwall has indicated that the County Board is awaiting
the City of Prior Lake 1 s consideration and recommeooation on
interested applicants for the position.

b) Distribute League of Minnesota Cities Policies and Priorities
- Attached is a copy the proposed 1988 Legis1ati ve Policies
and Priorities for your review am reading. Canments on the
Policies and Priorities should be forwarded to Dave Unmacht
prior to Wednesday, November 18.
