Minutes of The Previous Meeting 3. Consent Agenda: a) Consider Approval of Invoices To Be Paid - See Attached b) Consider Approval of Changing Council Meeting Dates in 1989 that fall on a Legal Holiday. At the request of Councilmember White, staff was asked to prepare a list of Council meeting dates that fall on Legal Holidays. The following dates Monday, February 20, 1989 and Monday, September 4, 1989 fall on Legal Holidays. A motion to change these Council dates from Monday, February 20 to Tuesday, February 21 and Monday, September 4 to Tuesday, September 5 would be in order as part of the Consent Agenda. 4. Introduction of new employees Carol Goracke and Mike Dyer. City Manager Unmacht will introduce Carol Goracke, new part-time secretary and Mike Dyer, new patrolman. s. Presentation from Corey Busse, District winner in voice of Democracy Contest. The Prior Lake VFW sponsors an annual Voice of Democracy Contest in conjunction with the Nationwide Program. The Voice of Democracy Program is a contest requiring local students to draft a written statement on life in the United States, their dreams, hopes and visions for America in the future. In 1988 the local winner was Corey Busse. At the request of Mayor Andren, Corey has been invited to attend the meeting to read his first place statement to the City Council. In addition, Rita Barlage, local (612) 447.4230 4629 DAKOTA STREET S.E. PRIOR LAKE, MINNESOTA 55372 coordinator for Voice of Democracy Program, is invited to attend the meeting. As winner of the local contest, Corey was entered into the District competition which was held in Mankato with 49 other VFW Posts. According to Ms. Barlage, Corey will not know if he was victorious at the District competition until approximately January 9, 1989. From there, for winners, the competition continues at the state and ultimately at the National level. 6. Consider recommendation of Watershed Board Appointment Committee. On December 19, 1988 the Prior Lake city council considered the candidates for recommendation to the Prior Lake/Spring Lake Watershed District Board. Because of the number of candidates the Council appointed a committee to review the candidates and make a recommendation. The committee consisted of Mayor Lee Andren, Councilmember Gene White, and city Manager Dave Unmacht. The committee met on December 27, 1988 and proposes the following recommendations to the city Council. For the current vacancy the committee recommends Rick Adams and for the position available upon the expiration of Marvin Oldenburg's term, the committee recommends the vacancy be readvertised at that time. The decision in reviewin~ the candidates was very difficult and the commlttee is excited about the number of interested applicants for the position. The committee recommends Rick Adams because of his commitment and past service to the community, experience in financial matters, and interest in lake management issues. 7. Review and Approve Bylaws for 1989. In May of 1986 the Prior Lake Mayor and city council adopted a set of Brlaws to guide their actions. One of the requlrements of the Bylaws in section (C)4 is that the Bylaws can be reviewed and amended at any time during the year. However, the Bylaws shall be formally reviewed and adopted at an annual meeting which is the first regular meeting in January. In addition, in section (3) Annual Meetings a discussion occurs with regard to reviewing and adopting the Bylaws during the annual meeting. The purpose of this item is to review and approve the Bylaws for 1989. Staff is not aware of any proposed changes by the City Council at this time. Please review the Bylaws and be prepared to adopt the Bylaws or make any changes you so desire. 8. Review and Approve Fee Schedule for 1989. One of the requirements of the Prior Lake City Council is to approve the Fee Schedule for each year. Enclosed please find a copy of the proposed 1989 Fee Schedule; any changes between 1988 and 1989 are highlighted for you. 9. Consider Appointments for 1989. a. Acting Mayor. Councilmember Larson was Acting Mayor in 1988. Council should appoint an Acting Mayor for 1989. b. Official Newspaper. The Prior Lake American was the official newspaper in 1988. Enclosed please find a request of the Prior Lake American to be considered for the official newspaper for 1989. The Prior Lake American is recommended to be the official newspaper in 1989. c. The Official Bank. The Prior Lake state Bank was the official bank in 1988. The same is recommended for 1989. Staff will continue its practice of investing funds at an institution with the highest rate of return. d. Equalization Committee. The full Council was the Equalization Committee for 1988. The same is recommended for 1989. e. Liquor License Committee. Mayor Andren, City Manager Unmacht, Police Chief Powell and City Attorney Kessel were on the Liquor License Committee in 1988. The same is recommended for 1989. f. Gas and Fuel Bids. A memorandum from the Finance Department for the 1989 Fuel Bids is included in the Agenda Packet. g. Fire Marshall and Assistant Fire Marshall. Bob Mertens was Fire Marshall in 1988. Lyle Anderson was Assistant Fire Marshall in 1988. The same is recommended for 1989. h. civil Defense Director. Lyle Anderson was civil Defense Director in 1988. The same is recommended for 1989. i. Health Officer. Dr. Lynch was Health Officer in 1988. The recommended for 1989. appointed same is j. City Attorney. Lommen, Nelson, Cole and Stageberg with Glenn Kessel the primary legal counsel was the attorney in 1988. city Manager Unmacht recommends that the firm of Lommen, Nelson, Cole and Stageberg be continued as the attorneys for 1989. City Manager Unmacht is preparing a year end evaluation of the firm, and this evaluation will be provided to the City Council upon completion in the near future. l2. k. Dog Catcher. Bob McAllister was the Dog Catcher in 1988. The same is recommended in 1989. 1. Consulting Planner. Charles Tooker was the Consulting Planner in 1988. Staff recommends Tooker be reaffirmed as Consulting Planner in 1989. Primary work for Tooker in 1989, among other things, will be the completion of the Park Comprehensive Plan. staff would also seek the services or bids from other Consulting Planners on special projects. m. Fiscal Consultant. Steve Mattson, Juran & Moody was the Fiscal Consultant in 1988. Juran & Moody is recommended for Fiscal Consultant in 1989. other Business a) b) c)
