Consent A~enda: a) Conslder Approval of Invoices To Be Paid - see attached. b) Consider Approval of City Manager Review Summary - attached is a copy of the City Manager Review Committee Report related to Performance Evaluation of City Manager Dave Unmacht. Motion as part of the Consent Agenda to approve the recommendation of the City Manager Review Committee is in order. c) Consider Approval of Worthless Check Prosecution A~reement with Scott County Attached is lnformation relating to the request of the Scott County Attorney to approve a Worthless Check Prosecution Agreement. Information is included from Police Chief Powell, City Attorney Kessel and County Attorney Terwedo. Staff has reviewed the proposed agreement. Comments are enclosed in the information provided. Staff recommends approval of the Worthless Check Prosecution Agreement as amended by City Attorney Kessel in a motion as part of the Consent Agenda. 4. Presentation of Second Annual Employee of the Year Award - City Manager Dave Unmacht will present the second annual Employee of the Year Award. One award will be given for 1988 and the winner of the Employee of the Year Award will be Larry Kerkow. Larry is a maintenance worker in the Public Works Department and has been a member of the city staff since 1974. In addition, Larry also serves on the Volunteer Fire Department, and beginning in 1989 will start his 14th year of service. Discuss 1983-1987 City Financial Profile - at the last meeting Council requested Staff to review the 1988 Minnesota state Auditor city Financial Profile. staff has reviewed the document and City Manager Unmacht will make a presentation to the city Council on the information included in the report. The purpose of this Profile is to present financial statistics on a trend line basis to the local government. In general, the financial data reflects a positive position for Prior Lake. The information presented by Citr Manager Unmacht will be of general interest and slmple conclusions will be presented. In the event you have not received a copy of the Profile, a copy of the Profile received by the City in January, 1989 is enclosed. 8:00 p.m. 6. Conduct Public Hearing on Request From Dorothy Kirschner for Massage Therapy Licenses see attached Staff report. 7. Consider Lakeside Marina Non-Conforming Use Amendment - see attached Staff report. 8. Discuss All American City Award Application see attached Staff report. 9. Other Business a) Discuss Minnesota Soil and Water Conservation District Appointment - staff advertised for individuals who are interested in serving on the Minnesota Soil and Water Conservation District Urban Advisory Committee. No formal requests have been received at this time. One individual (David Bren) has contacted the City and indicated an interest, however, to date, no written follow up information has been received. The Minnesota Soil and Water Conservation District had requested all names be submitted by January 31, 1989, therefore, if staff does not hear from anyone by the time of the Council meeting, we will contact the Minnesota Soil and Water Conservation District and inform them that at this time we have no local individual to nominate for their Committee. (Staff will contact Bren prior to the meeting to follow up on his interest.) *All times stated on the Council Agenda, with the exception of Public Hearings, are approximate and may start a few minutes earlier or later. 2
