Consent Agenda: a) Consider Approval of Invoices To Be Paid - see attached. b) Consider Approval of Building Permit Report see attached. c) Consider Approval of Fire and Rescue Report and 1988 Summary Report - see attached. d) Consider Approval of Police Report attached. see e) Consider Approval of Massage Therapy License for Dorothy Kirschner - a public hearing was held on February 6, 1989. There were no negative comments or opposition at the hearing, therefore, Council directed Staff to place the item on the February 2l, 1989 Consent Agenda for approval. Motion to approve the licenses as part of the Consent Agenda is in order. f) Consider Approval of Treasurer's Report - see attached. g) Consider Approval of Resolution 89-03 Approving Plans and Advertising for Bids for Duluth Avenue Improvement Project 88-21 - see attached Staff report. h) Consider Approval of Assessment Policy attached Staff report. see 4629 Dakota 51. 5.E., Prior Lake, Minnesota 55372 / Ph. (612) 447-4230 / Fax (612) 447.4245 4. Update on Park Comprehensive Plan Development During the recent Workshop an excellent discussion occurred on the park system in Prior Lake. Because Staff is in the process of amending the Park Comprehensive Plan, and because of the extensive discussion held on the park system, it is appropriate at this time to have Staff and Council interact on the development of the Park Comprehensive Plan. Staff is seeking further direction from the Council with relation to park development, park acquisition, and other items that need to be reviewed and incorporated into the Park Comprehensive Plan. Parks and Recreation Director, Bill Mangan, will be present to provide an update on the status of the Plan and to receive input from the City Council to incorporate into the development of the Plan. The timing of the Workshop discussion and the status of the Park Comprehensive Plan development is perfect. Your input will be critical in the development and adoption of the upcoming plan. Staff and Council do not want to lose the momentum created on this issue. 8:00 p.m. 5. Adjourn to Fire Hall for signing of Township Fire Contracts - see attached copy of Contract. 10. Other Business a) Announcement of LMC Legislative Conference The League of Minnesota cities Legislative Conference will be held March 29, 1989 at the Radisson Hotel in st. Paul. If anyone is interested in attending, please contact either Dave Unmacht or Dee Birch for reservations. b) Metropolitan Council state of the Region - The Met Council will be sponsoring its state of the Region "Shaping Change: Preparing the Twin Cities for the 21st Century" on Wednesday, February 22, 1989. Contact Dee Birch for reservations. Please note: If anyone is interested in attending, reservations should be made prior to the Council Meeting on February 21. *All times stated on the Council Agenda, with the exception of Public Hearings, are approximate and may start a few minutes earlier or later.
