Consider Appeal of Staff Decision on Massage Therapy License Ap~lication Enid Ree Erickson-Gardner submltted an application to conduct massage therapy within the City of Prior Lake. Staff processed the application and it was discovered by the investigative officer that the applicant did not provide accurate information on the application. Specifically, the application was found to be falsified in paragraph 5 relating to "Have you ever been convicted of a felony or crime?" Based on the response she provided to this question, City Ordinances, sections 3-5-3 (C) and 3-5-12 (M) were violated. Because of this, City Staff terminated the processing of her application. At this time she is appealing Staff's decision to the city Council for consideration. (612) 447-4230 / Fax (612) 447-4245 You have two options available: (1) Consider her appeal and concur with staff's decision that the application be terminated at this time, or (2) over rule staff and permit the application to be processed further. Please keep in mind that your decision is only based on her appeal of our terminating the processing of the application. If you rule in favor of Erickson-Gardner, staff will continue the application process. 6. Consider Amendment to Zoning Code Section 4.1L see attached Staff report. 7. Presentation of HRA Update for 1989 - Bill Jaffa, Executive Director of the HRA, will be present to update the City Council on activities of the Authority. Attached is information submitted to Staff by Jaffa. The purpose of this item is to keep you abreast of the ongoing activities of the HRA, and to further examine the potential areas of cooperation between the City of Prior Lake and the Scott County Housing Redevelopment Authority. Ed Gregory, Commissioner representin~ Prior Lake, will also be in attendance at the meetlng. This item is a fOllow-up to the Council's request for more information on the HRA and its activities. 8.
