Consent Agenda: a) Consider Approval of Invoices To Be Paid - see attached. b) Consider Approval of Animal Warden Report see attached report. c) Consider Approval of Building Permit Report see attached report. d) Consider Approval of Fire and Rescue Report see attached report. Consider Approval of Police Report attached report. f) Consider Approval of Treasurer's Report - see attached report. e) see g) Consider Approval of Intoxicating Li9Uor Licenses for B & 0 Bar and Extra Innlngs Saloon - At the June 5, 1989 Council Meeting all of the liquor licenses for 1989/1990 were approved with the exception of the B & D Bar and the Extra Innin~s Saloon. The reason for not approving the llcenses for either of these two establishments was because their Certificate of Insurance had not been submitted. The Certificates have now been received and Staff recommends approval as part of the Consent Agenda. h) Consider Approval of Resolution 89-11 Awarding Bid for Downtown street Improvement, Project 89-11 - see attached staff report. 4629 Dakota 51. (612) 447.4230 / Fax (612) 447.4245 i) Consider Adoption of the Parks Advisory Committee Bylaws - see attached staff report. j) Consider Approval of Refuse Hauler Licenses for 1989/1990 - A request for 1989/1990 Refuse Hauler Licenses have been received from: Buckingham Disposal, Prior Lake Sanitation and Quality Waste Control. Admiral Waste Management, Inc. has expressed an interest in purchasing a license, however, at this writing staff has not received their application. A motion as part of the Consent Agenda would be in order to approve the three applications. See the attached staff memo and report. 4. Recognition of Mentor Prog~am Participant, Brenda Busse. As a participant ln the Mentor Program, Brenda Busse spent at least ten hours a week from September through June assisting Kay Schmudlach in various Economic Development and general City government activities. She participated on the Centennial Committee, worked on mailings and compiling of manuals and attended several meetings to learn first hand how a City operates and what the city Manager's position entails. Brenda gained experience in lieu of salary during the 9 months she participated in the Mentor program. A Certificate of Appreciation and a Paper weight will be presented to Brenda by Mayor Andren in recognition of her excellent contribution to the City. 5. Conduct Lions Club Agreement Signing Ceremony - At the June 5, 1989 Council Meeting, the Lions Club and the City Council approved an agreement whereby the Lions Club would provide an annual contribution toward the improvement of Sand Point Beach. The Lions Club would like to present the City of Prior Lake a ceremonial check in the amount of $100,000.00. This is the amount of funding that the Lions Club has committed to over a five year period. Dick Balow, Lions Club President, will present the check to Mayor Andren. At this time there is no 1989 budget impact this item. staff will be budgeting $20,000 year for the next five years at Sand Point with the donation from the Lions Club. for each Beach The City Council has approved the a~reement. This item is ceremonial to give recognitlon to the Lions Club donation. staff would recommend accepting the generous offer of the Prior Lake Lions Club. 6. Presentation of Economic Development Issues see attached staff report. 2 7. Second Consideration of Lake Review Committee - see attached staff report. 8. Consider Approval of Resolution 89-12 Authorizing Indemnification of City Officials - Attached is a letter and a draft resolution submitted to Staff by the city Attorney. City Attorney Kessel is requesting the city Council consider adopting this resolution based on changes in Minnesota indemnification laws. City Attorney Kessel will be present at the meetin9 to explain the resolution and address any questlons you may have. Study 9. Presentation of Police Report for 1988 Councilmember Fitzgerald requested that City staff prepare a summary of the 1988 police activity using the monthlr reporting format. The Council concurred wlth Councilmember Fitzgerald's request. Attached is a copy of the Prior Lake Police 1988 Yearly Analysis Report ~repared by the Prior Lake Police Department. Pollce Chief Powell will be present to review the report with you. If you have any questions prior to the meeting, please contact Chief Powell. 10. Discuss Implication of Governor Perpich's Veto of Omnibus Tax Bill - City Manager Unmacht will lead a short discussion with the City Council on the implications of the Governor's veto of the 1989 Omnibus Property Tax Bill and the resulting requirements of the City in the upcoming budget process. 11. Other Business a) Consider Workshop on CSAH 21 Project The purpose of the workshop is to review preliminary plans for CSAH 21 from Quincy Street to County Road 82. Included in this project is a new bridge. The workshop will center on presenting information to the Council on the status of the project to date. The purpose of this agenda item is to establish a date for the workshop. Two dates available for the workshop are Wednesday, June 28 and Tuesday, July 11, 1989. Staff would envision a 7:00 p.m. starting time. Staff requests the Council to establish a date for the workshop. b) *All times stated on the Council Agenda, with the exception of Public Hearings, are approximate and may start a few minutes earlier or later. 3
