CALL TO ORDER 7:30 p.m.

2. Minutes of The Previous Meeting
3. Consent Agenda:
a) Consider Approval of Invoices To Be Paid
see attached.
b) Consider Approval of Mayoral Appointment of
EDA Commissioners. On Monday, July 17 the
City Council adopted a resolution and bylaws
formin~ a Prior Lake Economic Development
Authorlty. Minnesota statutes require that
the Commissioners be appointed by the Mayor
with City Council approval. Please recall
that the EDA consists of seven members, five
being from the City Council and one each from
the Planning commission and Economic
Development Committee. Mayor Andren
recommends that the EDA consist of five City
Council Members, Bob Barsness from the
Economic Development Committee and Chuck
Arnold from the Planning Commission. Motion
as part of the consent a~enda to approve the
Mayor's appointments is ln order.
c) Consider Approval of Temporary Intoxicating
Liquor Permit Request from Jaycees for
Lakefront Days Au~ust 25-27, 1989 the
Jaycees are applYlng for an ~ntoxicating
liquor license to sell beer and Wlne coolers
at the Lakefront Days celebration (see
attached letter). One half of the proceeds
will be donated to the Centennial Committee.
A fee for a Temporary Intoxicating Liquor
Permit has not been established. Since part
of the proceeds are being applied to the
centennial Committee, staff would recommend
waivin~ any previously determined or newly
establlshed fee. Staff will recommend a fee
to the Council during the fee schedule
approval next year. A motion as part of the
consent agenda to approve the permit is in
order.

d) Consider Approval of Economic Development
Committee Reappointments - see attached staff
report.
e) Consider Approval of Adopting Ordinance 89-04
- see attached staff report.
4. Recognize VFW for Memorial Park contribution On
June 30, 1989 the Prior Lake VFW donated $25,000 to
the City of Prior Lake. The donation (one of many
received by the City from the VFW) is to be applied
toward the major share of expense for the proposed
~randstand at Memorial Park. The purpose of this
ltem is to recognize the VFW and its members for
their greatly appreciated donation to the Prior
Lake park system.
5. Consider Request of Prior Lake-Spring Lake
Watershed District - see attached staff report.
8:00 p.m. 6. Conduct Public Hearing on Jace Mickley Street
Vacation Request - see attached staff report.
7. Consider Mickley Variance Appeal From Don Price
see attached staff report.
8. Consider Approval of L.B.J. Grain, Inc and B & D
Bar and Restaurant, Inc. Purchase Agreement see
attached staff report.
9. Consider Items of Shakopee Mdewakanton sioux
Community - City staff has been interacting with
officials from the Sioux Community over the past
several months. Several items of importance to the
City Council and to the Shakopee Mdewakanton sioux
Community will be addressed by staff and officials
of the Reservation at the Monday, August 7 meeting.
These include:
a. Recognition of $5,000 Donation
b. Consider McKenna Road Paving
c. Report on Sewer Improvement Project
Staff is attempting to contact the officials from
the Reservation to see if they wish to proceed with
this discussion. As of this writing, we have not
yet reached them. This item may be pulled from
discussion if the appropriate officials wish this
to be delayed, based on the unfortunate accident on
Tuesday, August 1.
10. Discuss New Committee Progress for (a) Lake Review
and (b) Parks Advisory - see attached staff report.
