7. Conduct Public Hearing on 1990 Municipal Budget
On Tuesday, September 5, 1989 at 8:15 p.m. the
Prior Lake City Council will conduct its first
formal hearing on the 1990 Budget. This hearing is
scheduled to meet the statutory obligations of Plan
B cities in Minnesota.
Based on Governor Perpich's veto of the 1989
property tax bill, a second public hearing must be
held (most likely in October) on the 1990 Municipal
Budget. Because of this, staff has been forced to
alter the budget development process for this year.
On Tuesday, September 5, City Manager Unmacht will
present highlights of the budget and will review in
detail principals, programs and ideas set forth in
the 1990 budget.
No material is included in the packet for review
prior to the meeting because of the amount of time
available between now and the next hearing, and

because of the Labor Day weekend. Staff
anticipates general comments and 9uestions from the
Council on September 5 and directlon to proceed for
an upcoming budget discussion meeting or for the
next public hearing.
8. Consider Action on Lake Review Committee - Attached
is a copy of the proposed Lake Review Committee
charge. The charge was prepared by the Committee
formed at the direction of the Council. The charge
is represented in a three paragraph statement.
Accompanying the charge is a description of the
scope of activities for the committee. In
addition, a preliminary list of names for
consideration of appointment to the Lake Review
Committee is attached. Please review the charge,
scope of activities and list of names for
discussion at the meeting. The purpose of this
item is to consider adopting the charge, a~point
the Committee and direct the Committee to begln its
formal activities.
The Council alternatives include adoptin~ the
material as presented, amending the materlal or
tabling the matter for additional time and
evaluation.
