8. Consider Adoption of Ordinance 89-03 and Resolution
89-27 - On Monday, October 2, 1989, the city
Council adopted an agreement setting forth a
resolution of the Beach Lane issue. At that
meeting council directed staff to present details
related to Ordinance 89-03 at the October 16
meeting. Attached is a copy of Ordinance 89-03 and
a map of the area with the designation of streets.
Also attached is Resolution 89-28 relating to the
Ordinance s~ecifics set forth in II-I-SA. Council
should conslder adoption of this Ordinance and
provide appropriate direction to proceed with
enforcement and implementation. This was scheduled
to be on the Consent Agenda, however, staff would
like to discuss an idea with you relating to the
difference between no parking for all cars and no
parking for cars with trailers.
9. Conduct Discussion on Outdoor Concert Ordinance
3-12 (88-24) - Attached is a copy of the current
Outdoor Concert Ordinance. This Outdoor Concert
Ordinance was adopted by the City Council on June
20, 1988. Staff would request that the City
Council discuss the success of the Ordinance
through the first rear of its implementation.
staff will be addresslng concerns which arose with
the Ordinance such as complaints, consumption of
alcohol and hours of operation. At this time we
are proposing only that you review the Ordinance
and consider changes as you deem appropriate.
Attached is a draft of a proposed amendment that we
have worked up for your review. Staff would like
to offer this draft to you for comparison purposes
during the discussion. We believe the draft covers
areas of interest you have talked to us about over
the past year.
10. Staff Report on 1989 Omnibus Tax Bill Impact - City
Manager Unmacht will discuss the 1989 Property Tax
bill which was recently signed by the Governor, and
will address major issues in the tax bill as it
im~acts on our budget process. The budget hearing
orlginally scheduled for October 16 has been
rescheduled to, most likely, November 20, 1989.
11. Staff Report on Status of County Road Projects in
Prior Lake - City Engineer Anderson will report on
the outcome of his October 12 meeting with County
Highway Engineer, Brad Larson. The purpose of the
meeting with Larson is to discuss the County's
plans for CR 21 and other County projects within
Prior Lake.
12. Other Business
a) AMM Policy Adoption Meeting Scheduled for
November 2, 1989 - The AMM Policy Adoption
Meeting is scheduled for Thursday, November 2,
1989 at the Hilton Hotel on Industrial
Boulevard in Minneapolis. Although details
are not yet finalized, the meeting is likely
to be from 5:30 p.m. to 9:00 p.m. (plus).
Please consider attending and schedule with
either Dave or Dee. The AMM Policies were
given to you on Thursday, October 5, 1989 at
the workshop.
b) Staff Request for Closed Session on North
Shore Lawsuit Litigation
Staff requests that the City Council conduct a
closed session on the Northshore Lawsuit. The
closed session will be for the purpose of
discussing the status of the litigation.
