Pledge of Allegiance 2. Minutes of The Previous Meeting 3. Consent Agenda: a) Consider Approval of Invoices To Be Paid - see attached. b) Consider Approval of st. Michael's Temporary Beer Permit - st. Michael's Catholic School has requested a temporary 3.2 beer license to conduct their Alumni Turkey Basketball Tournament which is an annual fund raiser. The event will be held at st. Michael's School community center on Friday and Saturday, November 24 and 25, 1989. A check in the amount of $10.00 has been received. A motion as part of the consent agenda would be in order to approve the temporary beer license. c) Consider Approval of Deferred Assessment for Parcel #25-012-003-0 see attached staff report. e) Consider Approval MnDOT Traffic Control Signal Agreement #66522, Resolution 89-29 see attached staff report. Consider Approval of Establishing Meeting Date to Canvass Ballots The City council is required by state law to canvass the results of elections within forty-eight hours of the 8:00 p.m. closing of polls on November 7, 1989. d) City Staff requests that City Council establish a meeting time and date to formally canvass the election results. Staff recommends the city Council convene at 5:00 p.m. on Wednesday, November 8, 1989 to canvass the results of the election. Consider Liquor License Application of LEMJAN, Inc. - see attached staff report. 6. city Manager's 1990 Budget Message - A. Adopt Preliminary 1990 Tax Levy Resolution 89-28 - see attached staff report. On September 5, 1989, City Manager Unmacht distributed copies of the proposed budget including supporting documentation. Since the time of the presentation of material, the process of adopting the 1990 budget changed dramatically. You have been kept abreast of the changes at various times during the last few months. with the adoption of the 1989 Omnibus Tax Bill in September, cities have a definite timetable with which to prepare their budgets. If you want to review the budget before Monday, you may still review the budget material from September because the majority of line items amounts have not changed. Attached is a copy of the City Manager's 1990 Budget Outline. City Manager Unmacht will spend from one to one and one-half hours reviewing and highlighting the material contained in this Outline. Items may be addressed that are not incorporated in this Outline as well. Staff will also present at the meeting a second draft of the proposed 1990 budget and supporting material. The changes in the second draft are a result of property tax legislation and other budgetary matters. On November 20, 1989 the City Council will conduct a public hearing on the 1990 budget. In addition, December 4, 1989 has been set aside as the continuation of the hearing if needed. It is staff's intent to present a short syno~sis and summary budget on November 20, 1989 prlor to Council discussion and citizen input. Basically, November 6, 1989 starts the Council's review of the 1990 budget in a formal capacity. 7.
