Continue Hearing on Proposed 1990 Budget On Monday, November 20, 1989 the Prior Lake city Council conducted a public hearing on the 1990 Municipal Budget. Due to the fact that the hearing was not finished, the city council extended the date and time for continuation of the hearing for Monday, December 4, 1989 at 8:00 p.m. The purpose of this item is to continue the hearing on the 1990 Municipal Budget. To date, most of the time has been spent on educating the Council and citizens on the recent property tax legislative changes. Staff envisions that much of this portion of the pUblic hearing will be spent on actual review of the budget itself. Following the November 20, 1989 hearing, staff mailed out five copies of the budget to individuals who had specifically requested one at the hearing. In addition, staff made copies available for people to pick up at City Hall. At the time of this writing, no one has picked up a copy of the budget at City Hall. 4629 Dakota 51. 5.E., Prior Lake, Minnesota 55372 / Ph. (612) 447-4230 / Fax (612) 447-4245 Attached is a copy of a proposed resolution certifying the final 1990 city of Prior Lake tax levy. Staff would call your attention to the figures under the "Now Therefore Be It Resolved" section, specifically the $1,175,000.00 bonds of 1989 (Downtown Project). This levy resolution is different from previous levy resolutions in that the Downtown Project number has changed from $77,000.00 to $71,000.00. This positive change was discovered during an examination of final levy numbers by staff. Subsequently, the proposed levy has been reduced by $6,000.00 from $2,544,785.00 to $2,538,785.00. This change together with further examination of the proposals has resulted in a recalculation of the proposed 23% increase. That recalculation is as follows: 14.0% state aid shift 5.2% budget related 3.7% 1989 Downtown Project levy Staff has been unable to ascertain the number of people who might be in attendance at this hearing. council has the option of adopting the budget or directing staff to make appropriate changes and finalize the budget on December 18, 1989. 8. Other Business a) Conduct Closed Session on Contract Negotiations. The purpose of this item is to conduct a closed session to present the status of the Union contract negotiations and receive direction from City Council. b) c) *All times stated on the Council Agenda, with the exception of Public Hearings, are approximate and may start a few minutes earlier or later.
