MINUTES OF THE CITY COUNCIL
November 20, 1989
The Common Council of the City of Prior Lake met in regular
session on Monday, November 20, 1989 at 7:30 p.m. in the City
Council Chambers. Present were Mayor Andren, Councilmembers
Fitzgerald, Scott, White, City Manager Unmacht, Assistant City
Manager/Economic Development Director Schmudlach, and City
Attorney Kessel. Councilmember Larson was out of town.
Mayor Andren called the meeting to order, welcomed the audience
and asked everyone to rise for the pledge of allegiance.
The minutes of the November 6, 1989 Council meeting were reviewed
by Council.
The following revisions were requested by Mayor Andren:
Page 2, paragraph 4, the voting should have indicated that
Councilmember Fitzgerald had abstained.
Page 2, paragraph 6, the voting should have indicated that
Councilmember Fitzgerald had abstained.
MOTION MADE BY WHITE, SECONDED BY FITZGERALD, TO APPROVE THEMUud~
MINUTES AS CORRECTED.
Upon a vote taken, ayes by Andren, Fitzgerald, and White, the
motion passed unanimously. Scott abstained due to being absent
at the November 6, 1989 meeting.
The next order of business was approval of the Consent Agenda
follows:
a) Consider Approval of Invoices To Be Paid
b) Consider Approval of Animal Warden Report
c) Consider Approval of Building Permit Report
d) Consider Approval of Fire & Rescue Report
e) Consider Approval of Police Report
f) Consider Approval of Treasurer's Report

The next order of business was Discuss Dates and Topics for WVUe/l
council winter Workshop. city Manager Unmacht requested that Wo/lk~hop
Council give staff direction as to dates and topics they would O~~~i..on
like for their 199-0 winter workshop. Council concurred that the
workshop should be held sometime near the end of January or in
the early part of February. Discussion followed regarding
details which included: Long range planning (20 years), planning
for growth which will occur as a result of the new Hi~hway 18
bridge, the necessity of an agenda to follow and a facilltator to
guide the discussion.
The next order of business was staff Update on Municipal
Projects. Assistant City Manager Schmudlach summarized the
status of the following projects:
Road improvement on County Road 21 and Highway 13.
County Roads 83 and 82 paving plans.
Development at the Priordale Mall.
Sienna Corporation plans for the McGuire property.
Progress on the Business Survey.
Status of Rapid Transit opt Out program.
Wavelength - staff is exploring the possibility of using the
services of a journalism intern.
Employee Evaluation forms.
Centennial Committee update.
A short recess was called.
The meeting reconvened at 8:05 p.m.
The next order of business was Public Hearing on 1990 Proposed ~99~
Municipal Budget. Mayor Andren called the public hearing to
order and read the public notice as it appeared in the ~et
Minneapolis Star Tribune on November 9, 1989. City Manager
Unmacht presented his proposed 1990 budget before the Council and
those citizens present at the meeting. Unmacht stated that the
operating budget is proposed to be increased by 4.6%. Several
people in the audience had questions regarding the property tax
notice of 23%, the amount of the levy, and methods of property
valuation used by the County and other issues related to the
budget. State Representative, Becky Kelso, was present to answer
questions and to discuss the property tax bill passed this Fall.
Jere Phillips, Director of Business Affairs for the Prior
Lake-Savage School District, was also present. A prolonged
discussion occurred in which residents expressed opinions on the
overall tax burden and the city's proposed 1990 budget. A short
recess was called.
The public hearing was called back to order at 10:00 p.m.
Representative Kelso then answered questions from the podium
pertaining to the 1989 tax bill and it's impact on Prior Lake.
Mayor Andren urged the audience to look over the proposed budget
and to return for the continued discussion or contact either her
or one of the Councilmembers if they had any questions or
suggestions. copies of the budget will be available at City
Hall.

A short recess was called.
The meeting reconvened at 10:45 p.m.
There being no issues for discussion under Other Business, Mayor
Andren asked for a motion to adjourn.

Upon a vote taken, ayes by Andren, Fitzgerald, Scott and White,
the motion passed unanimously.
The next Council meeting will be Monday, December 4, 1989 at 7:30
p.m.
There being no further business, the meeting adjourned at 10:50
p.m.
