HomeMy WebLinkAbout041789 Regular MINUTES OF THE PRIOR LAKE CITY COUNCIL April 17, 1989 The Common Council of the City of Prior Lake met in regular session on Monday, April 17 at 7:30 p.m. in the City Council Chambers. Present were Mayor Andren, Councilmembers Fitzgerald, Larson, Scott, City Manager Unmacht, Parks Director Mangan, City Engineer Anderson and Assistant City Manager/Economic Development Director Schmudlach. Mayor Andren called the meeting to order and asked everyone to rise for the pledge of allegiance. Councilmember White and Attorney Kessel arrived at 7:34 p.m. The minutes of the April 3, 1989 Council. meeting were reviewed by Councilmember Scott stated that it should have been noted in the Change of minutes that she arrived late. minutes noted MOTION MADE BY SCOTT, SECONDED BY FITZGERALD, TO APPROVE THE MINUTES WITH NOTED ADDITION. MOTION MADE BY WHITE, SECONDED BY SCOTT, TO APPROVE THE LIONS CLUB APPLICATION TO CONDUCT CHARITABLE GAMBLING AT THE B & D BAR. Upon a vote taken, ayes by Andren, Fitzgerald, Larson, Scott and White, the motion passed unanimously. The next order of business was Presentation of Sand Point Beach Sand Point Access Plans and Agreement. City Manager Unmacht introduced Bill Beach Mangan, Parks and Recreation Director. Mangan presented a Access drawing of the proposed ramp, parking lot and access street. & DeWitte Mangan stated that the drawings were the result of the last meeting wherein residents of Shore Trail had met with DNR representatives to work out an agreement acceptable to the residents, the DNR and the City of Prior Lake. DNR representative, Larry Killien, addressed the Council to further explain the plans and agreement in detail. Discussion occurred on the Task Force Recommendations concernin9 a fishing pier. Councilmembers discussed concerns over pedestrlan safety when using the ramp access, proposed pedestrian walkway and the ~ossibility of installin9 a separate entrance for automobiles lnto the park area. Mlke Markel, of the DNR, discussed funding priorities for fishing piers and water patrol. Counci1members also expressed concern over the possibility of cars stacking back up to and on to Carriage Hill Road. Residents, Wayne Svenby, Mary Bonneau and John Meyer were in attendance at the meeting and commented on aspects of the proposed access. MOTION MADE BY FITZGERALD, SECONDED BY SCOTT, TO TABLE ANY Sand Point ACTION ON THE SAND POINT BEACH ACCESS FOR TWO WEEKS TO ALLOW Beach STAFF TO PREPARE AN ANALYSIS ON THE FOLLOWING ISSUES: Table 1. AN AGREEMENT STIPULATING THAT THE CITY PARKING LOT AT THE BEACH WOULD NOT BE OBLIGATED TO OFFER FREE PARKING AFTER JUNE 5. 2. LANDSCAPING PLAN TO BE SUBMITTED WITH FINAL AGREEMENT. 3. THE NORTHWEST AREA BE GIVEN A CRITICAL ANALYSIS TO CONSIDER PARKING AND ACCESS, BOTH PEDESTRIAN AND VEHICULAR, TO SAND POINT BEACH AND AN ATTEMPT BE MADE TO SEGREGATE THOSE ACCESSES FROM THE PUBLIC ACCESS USAGE AS MUCH AS POSSIBLE. Further discussion occurred on the merits of having a analysis done on the pedestrian safety issue and availability at Sand Point Beach. The meeting reconvened at 9:15 p.m. The next order of business was Consider Lake Review study Committee. Councilmember Larson reviewed the Council's previous directive to the City Manager to organize a Lake study Committee for the purpose of ascertaining the effects of various activities by the community upon the lake,and other issues pertaining to the lake and lake usage. Larson requested that Council give Staff some directional alternatives to follow for the study. Staffing needs, who would be selected to be head up the committee, and issues to be considered were discussed. The following issues were suggested for Staff to consider for the Study: Water quality, lake overcrowding, public accesses, public services, lake safety, uses of unique lake parcels and possibly, testing of the lake to assess the long term effects of development upon the lake, and if the lake is deteriorating what measures should be taken to correct the damage. Councilmember Larson requested time to explore the charge of the Committee in greater detail. The next order of business Consider Approval of Cooperative Agreements for County Road 82 and County Road 83. Cit~ Manager Unmacht briefly discussed the purpose of presentlng the Cooperative Agreements between Scott County and the City of Prior Lake. City Engineer Anderson presented details and an overhead of the proposed Cooperative Agreements and the specifications for construction of County Roads 82 and 83 by Scott County. Anderson also noted that the Mdewakanton sioux Community plans to construct a sanitary sewer with details of this project to be presented soon. MOTION MADE BY LARSON, SECONDED BY WHITE, TO APPROVE THE PLANS AND SPECIFICATIONS FOR COUNTY ROAD 82 AND 83. Upon a vote taken, ayes by Andren, Fitzgerald, Larson, Scott White, the motion passed unanimously. and MOTION MADE BY LARSON, SECONDED BY WHITE, TO APPROVE COOPERATIVE AGREEMENTS 83-8901 AND 83-8902 CONTINGENT 83-8901 NOT BE SIGNED UNTIL A DOCUMENT EXEMPTING THE CITY PROVIDING THE SMSC ACCESS TO THE NORTH/SOUTH PORTION OF EXISTING COUNTY ROAD 83 IS PROVIDED FROM THE COUNTY. SCOTT, TO APPROVE UP TO Cooperativ FOR COOPERATIVE AGREEMENTAgreement 83-8901 Upon a vote taken, ayes by Andren, Fitzgerald, Larson, Scott and White, the motion passed unanimously. 3 Minutes of the Prior Lake City Council April 17, 1989 Under Other business the following subject was discussed: City Manager Unmacht outlined the agenda upcoming Workshop to be held on Wednesday, 1989 at the Canterbury Inn beginning at 1:30 for April p.m. the 19, Councilmember Fitzgerald requested the status of the Duplex on Duluth Avenue. Councilmembers acknowledged Prior Lake American Editor, Marcie Brown, and her resignation from the paper.
