MINUTES OF THE CITY COUNCIL
April 3, 1989
The Common Council of the City of Prior Lake met in regular
session on Monday, April 3, 1989 at 7:30 p.m. in the City Council
Chambers. Present were Mayor Andren, Councilmembers Fitzgerald,
Larson, Scott, White, City Manager Unmacht, City Planner Graser,
Assistant City Planner Garross, Assistant City Manager/Economic
Development Director Schmudlach, and city Attorney Kessel.
Mayor Andren called the meeting to order and asked everyone to
rise for the pledge of allegiance.
The minutes of the March 20, 1989 meeting were reviewed by
Council.

The next order of business was Present Employees' Picture to city
Council. Assistant City Manager Schmudlach presented a framed
photograph of City staff to the City Council. Schmudlach stated
that the purpose of the photograph was to show the pride city
staff has toward their work. The photograph will be displayed in
City Hall.
Due to the fact that it was too early to conduct the scheduled
public hearing Council moved on to Item 6 on the Agenda which
was: continuation of Discussion on Amendment to Zoning Code
section 4.1.L. City Planner Graser presented an overhead drawing
to better explain the details of the wording of the proposed
amendments with regard to the designated point for setbacks from
County roads.
MOTION MADE BY LARSON, SECONDED BY FITZGERALD, TO ADOPT ORDINANCE
89-01 AMENDING PRIOR LAKE ZONING ORDINANCE AND THE PRIOR LAKE
CITY CODE, TITLE 5, section 5-4-1(L).
Upon a vote taken, ayes by Andren, Fitzgerald, Larson, Scott and
White, the motion passed unanimously.
The next order of business was a Public Hearing on Amendment to
City Code section 8-1-1 "Garbage and Refuse". Mayor Andren
opened the Public Hearing at 7:42 p.m. and read the public
hearing notice as it appeared in the Prior Lake American on March
20 and 29, 1989. City Manager Unmacht introduced Assistant City
Planner Garross who then proceeded to present details of the
proposed amendment. Ms. Garross stated that the purpose of the
amendment is to include commercial establishments in the
definition. A brief discussion followed.

The next order of business was the Comprehensive Plan Amendment
and Rezoning for Warren Israelson Propert~. City Manager Unmacht
briefly reviewed past history of the lssue and introduced the
owner of the property, Warren Israelson. Mayor Andren instructed
Israelson to confine his initial comments to the Comprehensive
Plan Amendment. Israelson then briefly commented on his plans
for the property. Discussion followed regarding the proposed
amendments to the Comprehensive Plan.

Assistant city Planner Garross presented slides of the property,
and City Planner Graser discussed details of the Comprehensive
Plan Amendment and site characteristics in conjunction with
development of the Israelson property. Discussion followed on
whether to retain the Comprehensive Plan concept and the
necessity of conducting a thorough study on the issue of future
industrial sites within the city.

White, the motion passed unanimously.
MOTION MADE BY SCOTT, SECONDED BY LARSON, TO DENY THE REZONING
REQUEST BY INTEGRITY DEVELOPMENT, INC FOR THE PURPOSE THAT IT IS
NOT CONSISTENT WITH THE COMPREHENSIVE PLAN.
Upon a vote taken, ayes by Andren, Fitzgerald, Larson, Scott and
White, the motion passed unanimously.
Council concurred that the Comprehensive Plan concept should
definitely be retained and, subsequently, authorized Staff to
prepare the framework for a study to encompass such issues as
fiscal impact analysis, transportation analysis, infrastructure
needs and cost, environmental impact of the Comprehensive Plan,
residential open space, and storm water management.
Councilmember Larson suggested that communication with the
Mdewakanton sioux Community be initiated as well.
The next order of business was Presentation of "Earth Day"
Program Activities. Assistant City Manager Schmudlach explained
that there were three activities being coordinated: (1) A Youth
Clean-up activity. (Ms. Schmudlach and Paula Tetzloff, Principal
of the Middle School, would oversee this activity); (2) a
Community-wide Garage Sale; and (3) a City Clean Up Campaign.
Recreation Speciallst, Tammy Doyle, presented her plans for the
garage sale, and Code Enforcement Officer, Jay Scherer, presented
his plans for the City Clean Up Campaign. Discussion occurred on
tire disposal and other issues pertinent to the "Earth Day"
Program activities.
MOTION MADE BY FITZGERALD, SECONDED BY LARSON, TO APPROVE THE
"EARTH DAY" ACTIVITIES AND DIRECT STAFF TO COMPLETE DETAILS ON
ALL ACTIVITIES.
Upon a vote taken, ayes by Andren, Fitzgerald, Larson, Scott and
White, the motion passed unanimously.

City Manager Unmacht stated that he had received a
letter from Councilmember Fitzgerald resigning from the
TAB and River Crossings Task Force. The AMM will be
requesting in the future that the Council consider
additional names for appointment to these Committees.
An announcement that the former Collins house had been
leased.
Mayor Andren entered a letter into the record
resident complaining of roadway problems. City
Unmacht stated that Larry Anderson is looking
matter.

the Roseville citizens for Fair and Open Government for
Plan B cities. Mayor Andren requested that copies be
made and sent to all of the Counci1members for comment.
EDC membership plans were briefly discussed.
