RESOLUTION OF THE PRIOR LAKE CITY COUNCIL APPROVING TAX INCREMENT FINANCING DISTRICT NO. 2-1 PLAN MOTIONED BY WHITE SECONDED BY SCOTT WHEREAS, the Prior Lake Economic Development Authority (the "Authority"), pursuant to a resolution approved the city of Prior Lake, Minnesota, Economic Development Authority Tax Increment Financing Plan for Tax Increment District No. 2-1, dated February 20, 1990 (the "Plan"); and WHEREAS, the Authority has transmitted the Plan, resolution, has applied to the City Council of Prior Lake, Minnesota (the "city") for the Plan; and WHEREAS, it is desirable and in the public interest that the City undertake and carry out the Plan pursuant to Minnesota statutes, section 469.174 to 469.179, encompassing the area which is more particularly described on Exhibit A attached hereto and made a part hereof, (which area is herein called "Tax Increment Financing District No 2-1" or the "District"); and and, by of the City approval of WHEREAS, the Plan sets forth the estimate of the economic impact of tax increment financing capacity values of all taxing jurisdictions Districts are located; and fiscal and on the tax in which the WHEREAS, the Board of Scott County, Minnesota, has been notified of the public hearing for the review of the Plan booklet, and WHEREAS, the School Board of Independent School District No. 719 has been notified of the public hearing for the review of the Plan booklet, and WHEREAS, the City has received and considered the Prior Lake County Board, and the School Independent School District No. 719, contents of the Plan booklet, and the city Council on February 20, 1990, published a notice of public hearing in newspaper of the City, conducted a public Plan booklet and received public comments comments of the Board of the respecting the WHEREAS, after having the official hearing on the on the same; NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that 4629 Dakota St. S.E., Prior Lake, Minnesota 55372 / Ph. The City finds and determines that there is a need for the activities of the City of Prior Lake, Minnesota, Redevelopment Project to be financed, in part, by the tax increments from the Districts. The estimated cost of the physical preparation excluding costs directly related to roads and local improvements, when added to the fair market value of the land upon inclusion in the district exceeds the fair market value of the land upon inclusion in the district exceeds the fair market value of the land upon completion of the preparation. Facts for this determination are set forth in the Plan booklet and shall be retained and made available to the public until Tax Increment District No. 2-1 has been terminated. RESOLUTION 90-03 EDA RESOLUTION OF THE PRIOR LAKE ECONOMIC DEVELOPMENT AUTHORITY APPROVING TAX INCREMENT DISTRICT NO. 2-1 FINANCING PLAN MOTIONED BY ARNOLD SECONDED BY ANDREN WHEREAS, the Cit~ Council of the City of Prior Lake, Minnesota (the "Clty"), previously established the Prior Lake Economic Development Authoritf (the "Authority") which has the powers contained in Mlnnesota Statutes, Section 469.090 to 469.108, the powers of a housing and redevelopment authority under Minnesota Statutes, Sections 469.001 to 469.047 or other law, and the powers of a city under Minnesota Statutes, Sections 469.124 to 469.134 or other law; and WHEREAS, it is desirable and in the public interest that the Authority undertake and carry out the formation of Tax Increment District No. 2-1 pursuant to Minnesota statutes, Sections 469.174 to 469.179, encompassing the area which is more particularly described on Exhibit A attached hereto and made a part hereof, (which area is herein called "Tax Increment District No. 2-l" or the "District"); and WHEREAS, the Authority has reviewed "City of Prior Lake, Minnesota, Economic Development Authority Tax Increment Financing Plan for Tax Increment District NO.2-I, dated February 20, 1990" (the "Plan"), which sets forth a tax increment financing plan for the District; and WHEREAS, the Board of Commissioners of Scott County, Minnesota has been notified of the meeting for the review of the Plan; and WHEREAS, the School Board of Independent School District No. 719 has been notified of the meeting for the review of the Plan; and WHEREAS, WHEREAS, the Authority has received and considered the of the Board of Commissioners of Scott County School Board of Independent School District respecting the contents of the Plan; and pursuant to Minnesota Statutes, Section 469.175, Subd. 3, the Authority after determination that the Districts should be undertaken shall apply to the City for approval of said Plan. comments and the No. 719 4629 Dakota St. S.E., Prior Lake, Minnesota 55372 / Ph. That said Plan and Districts will carry out the purpose and policy of the Municipal Housing and Redevelopment Act and the Tax Increment Financing Act as set forth in Minnesota Statutes, Sections 469.001 to 469.047 and 469.174 to 469.179, respectively. That the staff of the Authority is directed to transmit to the state of Minnesota Department of Trade and Economic Development a copy of the Plan as required by Minnesota statutes, Section 469.175, Subd. 5.
