CONSIDER APPROVAL OF A RESOLUTION ACCEPTING BIDS AND
AUTHORIZING THE EXECUTION OF THE CITY'S STANDARD
CONSTRUCTION CONTRACT FOR THE JEFFERS POND PARK TRAIL AND
HOWARD LAKE PARK BASKETBALL COURT AND PARKING LOT
Introduction
The purpose of this agenda report is to approve the bids and authorize the
Mayor and City Manager to execute the City's Standard Construction Contract
for the construction of a trail at Jeffers Pond Park, a basketball court and
parking lot at Howard Lake Park, as identified in the 2007-2011 Capital
Improvement Program (CIP). The City Council authorized solicitation of bids on
June 4,2007.
Historv
Each year the City Council adopts the CIP, which involves funding for various
improvement projects. To ensure that the Council is aware of and supportive of
major park improvement efforts, staff is seeking approval of the bids,
authorization to execute the City's Standard Construction Contract and
authorization for City expenditures to install the park improvements
contemplated and described below:
Jeffers Pond Park - Trail:
As identified in the Comprehensive Plan and the Jeffers Pond Planned Unit
Development (see Exhibit A), the trails will be the final link to allow for a
continuous connection to residential areas, schools, parks, and County Roads
21 and 42. This trail will be an eight-foot wide bituminous trail as specified in
the Public Works Design Manual. The City prides itself on maintaining and
adding to the extensive trail system the residents currently enjoy. This trail will
provide safe pedestrian access for the area.
Howard Lake Park - Basketball Court:
The CIP identifies the construction of a one-half basketball court at Howard
Lake Park. The basketball court would provide benefit for both adults and
children to enjoy as it will be equipped with an adjustable basketball standard to
accommodate all age groups. Basketball courts are widely utilized and enjoyed
throughout the City.
Howard Lake Park - Parking Lot:
Parking lots provide much needed parking space at City parks, where the
alternative is parking in front of homes in residential areas. This lot would be a
small off-street parking lot for 10 vehicles including one Americans with

Disabilities Act (ADA) accessible parking stall. The purpose of this lot is to get
parking off of Stemmer Ridge Road.
Current Circumstances
On June 4, 2007, staff was authorized to advertise for bids for installation of
bituminous trail in Jeffers Pond Park, and a basketball court and parking lot at
Howard Lake Park.
Bids were received and opened on July 10, 2007, as follows:

To help reduce costs to the City, staff will provide many of the construction
services for these improvement projects. The work includes backfilling,
correcting for soft spots in the subgrade, adding culverts and riprap where
necessary for drainage, installing silt fence, placing seed and installing an
adjustable basketball standard. City staff estimates direct material costs for the
above City-installed items to be $16,920 in addition to required contractor
services.
The lowest responsible bid for bituminous and concrete work was submitted by
Prior Lake Blacktop in the amount of $51,671.04. The City has previously
worked with the contractor and is satisfied with the quality of their work. Staff is
now recommending awarding the construction contract to Prior Lake Blacktop
for these improvements.
ISSUES:
Also at the June 4,2007, City Council meeting, plans and specifications were
approved and authorization was given to also advertise for bids for the
following:
1. Woodchip trail to be installed in the Jeffers Pond Park area;
2. Pedestrian bridge to be constructed over Prior Lake outlet channel west
of Jeffers Pond Elementary School;
3. Floating boardwalk to be installed over the rapids between the main

pond and the smaller pond to the southwest at Jeffers Pond Park;
4. Picnic shelter to be constructed at Howard Lake Park; and
5. Pedestrian bridge to be constructed in the Shepherds Path Park
Bids for these additional improvement projects will be brought for Council
consideration at a later date.
The total estimated cost for the improvements, including staff installations and
contractor services is $68,591.04. The funds for these projects will be drawn
from the Capital Parks Fund portion of the CIP which consists of funds
dedicated by development for new City parks. The total allocated in the 2007
CIP for bituminous-related park improvements is $75,000.
The alternatives are as follows:
1. Approve a resolution accepting the bids and authorizing the execution of the
City's standard contract with Prior Lake Blacktop in an amount not to exceed
$51,671.04 for the construction of the 2007 park trail, basketball court and a
parking lot.
2. Table this agenda item for a specific reason.
3. Deny this agenda item for a specific reason and provide staff with direction.

WHEREAS, The following park improvements for Jeffers Pond Park and Howard Lake Park are
scheduled for construction as identified in the Capital Improvement Program:

WHEREAS, The City of Prior Lake is committed to providing trails, basketball courts and parking
lots in accordance with the Comprehensive Park and Trail Plan; and
WHEREAS, Trails and basketball courts provide residents the opportunity to enjoy the City and its
parks; and
WHEREAS, Parking lots provide off street parking for park users and reduce congestion of City
streets; and
WHEREAS, City staff solicited and received bids for the park improvement projects; and
WHEREAS, A total of 6 bids were received for bituminous trail, basketball court and parking lot.
Prior Lake Blacktop submitted the lowest bid and based on previous experience with
Prior Lake Blacktop, the City finds them to be a responsible bidder on this project.

NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The Mayor and City Manager are hereby authorized to execute the City's Standard Construction
Contract with the bidder listed above in the name of the City of Prior Lake for the construction and
installation of park trail, basketball court and a parking lot.

3. Staff is authorized to purchase landscaping material, pipe and riprap material and one adjustable
basketball standard per the City's purchasing policy in an amount not to exceed $16,920.
4. The funding for the park improvements shall come from the Capital Park Fund; Account Number
225-45139-530 ($34,457.76) and 225-45137-530 ($34,133.28).
