CONSIDER APPROVAL OF A RESOLUTION ACCEPTING BIDS AND
AUTHORIZING THE MAYOR AND CITY MANAGER TO EXECUTE A
MODIFIED AlA CONTRACT FOR THE CONSTRUCTION OF FIRE STATION
NO.2.
Introduction
The purpose of this agenda item is to adopt a resolution awarding bid and
authorizing execution of a modified AlA contract.
Historv
In September 2006, voters of Prior Lake approved a $3.7 million referendum to
purchase a 1 OO-foot aerial platform fire truck and to construct a 10,000 +/-
square-foot Fire Station NO.2. The fire truck has been purchased and received.
The following steps have been taken regarding Fire Station NO.2.
. Land was donated to the City by Wensmann in what was determined to be
the ideal location.
. The appropriateness of the location from a response time and coverage
perspective was verified.
. An Owner's Representative was selected.
. An Architect was selected.
. The Building Committee representing various staff departments and the City
Council was created.
. The uses to be housed in the building were identified.
. The building's rooms and exterior were refined.
. The Council approved the concept plans.
. Further design of the plans was undertaken.
. The Council authorized preparation of final plans and specs.
. The final plans and specs were approved.
. Bids were solicited and received on July 17.
Current Circumstances
On July 17 a total of 11 bids were received for the construction of Fire Station
NO.2. This is an outstanding turnout for such a project. By the same token bids
were competitive. The low bidder, Met-Con Companies, provided a base bid of
$1,844,500. With all four alternatives included, Met-Con's bid was still low at
$1,908,700. (See attached bid tabulation.) By contrast, the high bid was
$2,373,000.
The Council may want to consider the following which influence the cost of this
project:

. While the Building Committee desired that the building exterior integrate both
with surrounding residential and future commercial, they also desired to have
a building which was cost effective and economical.
. The bid alternates should be accepted. The epoxy floor and concrete
exterior drive aisles are cost effective investments promoting the longevity of
the station.
. The keycard bid alternates should also be accepted. These buildings are
not occupied full time and so security is an issue. Rather than push button
locks, the key cards can provide a greater level of security.
. I & S Architects and Engineers is familiar with Met-Con and believes them to
be a responsible bidder. (See attached letter.)
. Met-Con has confirmed that their bid is error-free and may be relied upon.
FINANCIAL
IMPACT:
The Architect's estimated base project cost was $2,199,553.73. The Owner's
Representative's estimate was about the same. The actual cost with all four
alternates of $1 ,908,700 is $290,854, or 13%, less than the estimate.
ALTERNATIVES:
1. Adopt the attached resolution awarding bid for the construction of Fire
Station NO.2 to Met-Con Companies and authorize the Mayor and City
Manager to execute a modified AlA contract with Met-Con Companies.
2. Take no action.

station to be located in Jeffer's Waterfront; and
Plans and specifications have been prepared by I & S Architects and Engineers; and
The plans and specifications have been approved by the City Council and authorization
given to solicit bids; and
On July 17, 2007, bids were received at 3 p.m., opened and read aloud; and

The lowest responsible bid including alternates is submitted by Met-Con Faribault in the
total amount of $1,908,700.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
WHEREAS,
1. The recitals set forth above are incorporated herein.
2. The lowest responsible bidder is determined to be Met-Con Faribault in the base bid amount of
$1,844,500 plus four alternates including: epoxy floor - $19,000; concrete drive pad - $31,400; key
card reader at Fire Station NO.2 - $6,400; and, key card reader at Fire Station No.1 - $7,400; for a
total, including alternates, of $1,908,700.
3. The Mayor and City Manager are hereby authorized to execute a modified AlA contract.
4. The City Manager is directed to return bid bonds to all bidders upon receipt by the City of all
contract materials and execution of the contract by both parties.

Re: Prior Lake Fire Station #2
Honorable Mayor and City Council:
On the afternoon of July 17,2007, we received bids for the new Prior Lake Fire Station #2
project. A total of 11 bids were received ranging from $1,844,500 to $2,373,000. The architect's
estimate for this project was $2,199,553.73 including alternates and construction contingencies.
A tabulation of the bids is attached for your review.
The low bid for this project came from Met-Con Companies for $1,844,500 for the base bid and
$1,908,700 with alternates. The bid alternates were for epoxy flooring in the apparatus bay, a
concrete entry drive, key card access to the new fire station, and keycard access to the existing
fire station. We have reviewed the bid submitted by Met-Con Companies and feel that, to the
best of our knowledge, it is the lowest responsible bid and is in accordance with the construction
documents for the project.
I&S Engineers & Architects, Inc., recommends award of the contract for Prior Lake Fire Station
#2 to Met-Con Companies for the base bid amount of $1,844,500, Alternate I for $19,000,
Alternate 2 for $31 AOO, Alternate 3 for $6AOO, and Alternate 4 for $7 AOO for a total contract
amount of $1,908,700.
