FACILITATE IMPLEMENTATION OF THE SAFE AND HEALTHY
NEIGHBORHOODS VISION ELEMENT
Introduction
The purpose of this agenda item is to request Council approval for administration
of a questionnaire to homeowner association presidents.
History
In February, the 2030 Vision and Strategic plan was updated. One of the most
significant revisions to the plan was the addition of a new Vision element: Safe
and Health Community. The genesis of this Vision element is the recognition
that we are all responsible for making the City a safe place.
Current Circumstances
The Communication Advisory Committee has met on various occasions to
discuss how best to implement Safe and Healthy Community. The conclusion
was to focus on the following five-year goal: "assist homeowners and
neighborhood associations to become a vital element in community safety." The
two-year objectives under this goal encourage the development of new
homeowner groups and associations, the strengthening of existing organizations
and greater involvement in civic efforts for both.
The Communication Advisory Committee evaluated various ways to encourage
the involvement of existing homeowner groups. In the end, the Committee
concluded that the most effective strategy would be to prepare and distribute a
questionnaire to find out what the City can offer to get such groups and
organizations more involved.
Attached is a ten-question survey composed of both forced choice and open-
ended questions. The questionnaires would be distributed to 23 homeowner
association presidents (see attached) for their completion. The City would then
tabulate the results and conduct a meeting of the presidents to share the results
and talk in greater depth about what can be done to encourage involvement.
The questions included in the survey are straight-forward. They are intended to
gather information regarding what the City can do to help them, where they get
their news about the City and a whole host of community safety-related
questions. The Council should determine whether they believe the questions are
on point.

The questions were prepared by City staff. Because of the informal nature of the
questionnaire and the fact that it is not scientific, we did not consult a
professional research firm.
The 2008 budget does including funding to conduct the Decisions Resources
Survey once again. It was administered previously in 1999 and 2005.
Enclosed is the list of homeowner association presidents we have been able to
verify who would receive the questionnaire.
ALTERNATIVES: 1. Approve the administration of the questionnaire as recommended or with
modifications.
2. Take no action or approve an alternate approach.

The Prior Lake City Council would like to offer support
to neighborhoods and community-based homeowner
associations in their activities and engage them in
becoming more involved in city activities.
The purpose of this questionnaire is to learn what
resources the city can provide to assist in
accomplishing your goals. Please answer the
questions below and return the completed questions
by mail, e-mail, or in person to City Hall, 4646 Dakota
Street, Prior Lake, MN 55372 or to Charlotte Green at
cQreen@citvofpriorlake.com by August 15, 2007.
The city will tabulate the responses and invite all
neighborhoods and association representatives to a
meeting to discuss the results and how we can work
together to assist one another. If you have any
