RESOLUTION 07-145
A RESOLUTION ACCEPTING BIDS AND AUTHORIZING THE MAYOR AND CITY MANAGER TO
EXECUTE THE CITY'S STANDARDIZED CONSTRUCTION CONTRACT WITH RICE LAKE
CONSTRUCTION GROUP FOR CONSTRUCTION OF THE WATER TREATMENT FACILITY

WHEREAS, The City has planned for a Water Treatment Facility for more than 10 years; and
WHEREAS, The City Council made the required water rate adjustments in 2005 to fund the
project; and
WHEREAS, The City Council approved plans and specifications and authorized advertisement of
bids on June 18, 2007; and
WHEREAS, The Planning Commission approved a Conditional Use Permit for construction and
operation of a Public Service Structure in the R 1-LD (residential) zoning area; and
WHEREAS, Bids were received and opened on June 24, 2007, as follows:

WHEREAS, The City's consultant is recommending acceptance of the low bid from Rice Lake
Construction Group; and
WHEREAS, The Water Treatment Facility budget is proposed as follows:

NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.

2. The City Council finds that Rice Lake Construction Group is the lowest responsible bidder. Rice
Lake Construction Group has considerable experience building municipal water treatment
facilities.
3. The Mayor and City Manager are hereby authorized to execute the City's Standard Construction
Contract with Rice Lake Construction Group for construction of the Water Treatment Facility.
4. The proposed funding for the project is as follows:

Water Storaoe Fund $ 2,000,000
Trunk Reserve Fund (1) $ 2,316,500
Water Revenue Bonds (2) $ 9,700,000
Total Fundina $14,016,500
(1) 20% (1.5 MGD) New Development Apportionment for 7.5 MGD capacity (non-
storage, roof and landscape costs)
(2) Reflects the reduction of $300,000 in bonds because of lower than expected bid.
5. The City shall transfer $ 2,316,500 from the Trunk Reserve Account to the Water Storage Fund.
6. The City shall appropriate $100,000 from the Water Storage Fund Account #505-49100-503 for
reimbursement of City Engineering and Administration Costs.
7. $1,200,000 in Water Revenue Bonds shall be issued in 2008 to complete the financing for the
Water Treatment Facility
